Despite the challenges of wartime, the crime rate in Ukraine has shown a steady downward trend. According to the results for 2025, the total number of offenses decreased by 11%, and for certain categories of property crimes, the figures reached their lowest levels in the past six years. This is stated in the National Police of Ukraine’s response to a request from the publication "Komersant Ukrainian".

Figures and trends: “the lowest in the last 6 years”
According to official data provided by Department Head Boris Vezhnavets, positive trends were observed across the country throughout 2025.
“Throughout 2025, compared to the previous year, there was an 11% decrease (from 357,200 to 317,300) in the total number of criminal offenses committed,” the document notes.
The decline in the number of violent and property crimes is particularly noticeable. The police provide a list of categories where the figures have fallen to record lows:
- Serious crimes: 102,200 — “the lowest in the last 6 years”;
- Street crime: 21,600 — “the lowest number of offenses in public places in the last 6 years”;
- Property crimes: only 303 robberies, 1,300 muggings, and 28,300 thefts were recorded over the year.
Separately, the National Police highlight the situation regarding the most serious crimes: “the lowest number of intentional homicides not related to military aggression in the last three years (1,000)” was recorded .
The Structure of Modern Crime: What Dominates?
While classic thefts previously accounted for the bulk of offenses, the structure of crime changed in 2025–2026. Digital and latent crimes took the top spot.
Top crime categories by share in the overall structure:
- Fraud — 15%
- Drug crimes — 15%
- Theft — 9%
- Minor bodily injury — 5%
- Embezzlement — 4%
Traffic accidents — 2%

Why is crime falling?
Police explain that this trend is not accidental. It is due to a set of security measures currently in place across the country.
“This trend is to some extent due to the continuation of curfews across all regions of the country, an increased presence of police officers, Armed Forces personnel, and National Guard members on the streets of populated areas, as well as restrictions on the sale of alcoholic beverages,” the agency explains.
The situation is similar on the roads. Thanks to checkpoints and technical monitoring tools, 2025 saw “the fewest traffic accidents compared to 2019–2021 and 2024—148,800.”
Investigation and Control
According to last year’s results, the police solved 145,000 criminal offenses, of which over 61,400 were serious and particularly serious cases.
However, the National Police of Ukraine notes that for final and complete statistical data on the structure of crime, one should contact the Office of the Prosecutor General. It is the Office of the Prosecutor General that is the “owner and administrator” of the Unified Register of Pre-trial Investigations, which, since March 2025, has automatically generated consolidated reports for all law enforcement agencies.
