Ukraine will introduce a “Management System for Apartment Buildings”

The Cabinet of Ministers of Ukraine has approved a resolution on the implementation of a pilot project to create, implement, and ensure the functioning of the “Management System for Apartment Buildings”. This was reported by the Ministry of Communities and Territories Development of Ukraine, "Komersant Ukrainian" reports.
The information and communication “Apartment Building Management System”, which is planned to be implemented in the next two years, will perform the following tasks
– introducing a unified and digitalized approach to managing apartment buildings;
– expanding access to information on the technical condition of the common property of co-owners of apartment buildings;
– introduction of tools for collecting information, analytical and statistical data necessary for making effective decisions in the process of implementing housing policy, both within a particular territorial community and at the state level.
the “MFB Management System” minimizes the negative impact of the “human factor” in the vast majority of MFB management processes, including holding meetings of co-owners and publishing minutes of meetings. In addition, the digitalization of processes makes it impossible to engage in corruption.
The government resolution also stipulates that during implementation, the “Apartment Building Management System” must ensure interaction with the Unified State Electronic System in the field of construction.

The rights of new homeowners are becoming more protected
Ukraine has launched automatic registration of ownership of real estate upon completion of construction. This was also reported by the Ministry of Communities and Territories Development of Ukraine.
Property rights are registered automatically after the construction project is put into operation. Without the participation of a state registrar.
This service allows the State Register of Real Property Rights to receive information from the Unified State Electronic System in the field of construction about the commissioning of completed construction projects.
The functionality allows for simultaneous automatic (without the participation of the state registrar) updating of the technical characteristics of such real estate objects by amending the relevant sections. This also occurs in cases of registration of encumbrances, entering information on joint ownership of apartment and/or non-residential premises by owners of such real estate objects, and other registration actions provided for by law. This system increases the degree of protection of the rights of individuals to real estate, as it eliminates the possibility of state registration on the basis of falsified documents that may be submitted to the state registrar.
The first registrations using the new functionality have already taken place.
