Ukraine has classified the prices for the protection of energy facilities

A large-scale initiative to protect energy facilities began in Ukraine in early March. Contracts to ensure the security of 250 substations, transformers, and cogeneration units total 24.32 billion hryvnia. This information is available on the “Prozorro” system, according to Nashe Groshi, as reported by "Komersant Ukrainian".
Most of these procurements are funded in accordance with a Cabinet of Ministers decree dated March 20, 2026, which allocates 22.06 billion hryvnias from the state budget’s reserve fund.
As the publication notes, the decision was made after Russian troops “virtually deprived a significant part of Ukraine of electricity and heating” in the fall and winter of 2025. Therefore, the authorities decided to protect not only large Ukrenergo facilities but also smaller regional substations belonging to regional power companies, water utilities, railways, and others.

Key Areas of Protection
According to “Nashi Hroshi,” the main focus is on protecting transformers at substations, as they are the most vulnerable equipment to attacks. Procurements are carried out primarily through regional state administrations and their agencies.
The Kharkiv region is particularly active, with orders for protection totaling 5 billion UAH. These orders are coordinated through the Department of Housing and Communal Services and the Fuel and Energy Complex of the Kharkiv Regional State Administration and the state-owned enterprise “Roads of Kharkiv Region.”
Contractors and Secrecy
As the publication notes, “there is no monopoly on contracts.” The leader is Karpat-Bud LLC, which has secured contracts in the Carpathian region worth 2 billion hryvnias. Second place goes to SAB Enterprise LLC, with contracts totaling 1.3 billion hryvnias across various regions.
“A common feature of these procurements has been secrecy,” the publication writes.
For security reasons, construction sites, as well as details of design solutions and the cost of building materials, are classified. This makes it difficult to compare contract prices with market prices.
The only source of information on building material prices is the Recovery Agency , which publishes a dashboard with prices for key building materials in contracts for protective structures signed since 2025.
