The Verkhovna Rada intends to establish unified conditions for the appointment and recalculation of pensions. This will also apply to prosecutors

The Committee on Social Policy and Protection of Veterans’ Rights has recommended that the Verkhovna Rada of Ukraine adopt a bill aimed at establishing uniform conditions for the appointment and recalculation of pensions. This is reported on the website of the Verkhovna Rada, "Komersant Ukrainian" reports.

As explained by the Committee on Social Policy and Veterans’ Rights, draft law No. 12165 aims to solve the problem of the existence of special (privileged) conditions for calculating pensions for certain categories of people, and thus it will help to increase fairness in the Ukrainian pension system.

To this end, the draft law proposes to

– to grant prosecutors a long-service pension only after they leave the prosecution service;

– recalculate pensions for law enforcement officers and prosecutors taking into account the growth of monetary incomes in Ukraine and consumer prices

– provide that changes to pension legislation may be made only by a separate law on amendments to the Law of Ukraine “On Compulsory State Pension Insurance” or “On Pensions for Persons Discharged from Military Service and Certain Other Persons”;

– to instruct the Cabinet of Ministers of Ukraine to submit to the Verkhovna Rada of Ukraine a draft law on the introduction of a professional pension system for prosecutors, judges, law enforcement officers, defense and anti-corruption bodies starting from July 1, 2026.

The Committee recommended that the Verkhovna Rada of Ukraine include this draft law in the agenda of the session and adopt it as a basis after the first reading.

This is not the only decision adopted by the Committee on Social Policy and Veterans’ Rights on Tuesday that should help improve fairness in Ukraine’s social protection system.

The Verkhovna Rada is proposed to adopt as a basis the draft Law of Ukraine No. 12209 “On Amendments to Certain Legislative Acts of Ukraine on the Formation of Comprehensive and Fair Social Support (Payments and Services) for Persons with Limited Ability to Work, in Particular Persons with Disabilities.”

This draft law aims to create legal preconditions under which a person who has suffered an injury or occupational disease can regain his or her ability to work and financial independence, and, if this is not possible, to provide such persons with sufficient and decent support.
