The Verkhovna Rada has expanded the capacity of local governments to attract international aid

The Verkhovna Rada of Ukraine has adopted legislative initiative No. 10284, aimed at encouraging local governments to actively participate in the implementation of international technical assistance and international territorial cooperation programs and projects, according to "Komersant Ukrainian" 

This initiative was supported by 234 members of parliament .

Purpose of the Law

The main objective of the law is to encourage local governments to implement various programs and projects related to cross-border, interregional, and transnational cooperation.

These projects are funded through budgetary support, aid, and/or grants from the European Union, governments and/or municipalities of foreign states (excluding the aggressor state), international organizations, and donor institutions.

Mechanism for Additional Payments

The law establishes a clear mechanism for additional payments to local government officials for the extra workload arising from the implementation of these programs and projects. These additional payments may be made using budgetary support and international grants, with the exception of funding from the aggressor state.

The procedure for making these additional payments will be established by local councils based on a model procedure approved by the Cabinet of Ministers of Ukraine. This will allow local self-government bodies to manage their resources more flexibly and motivate employees to perform high-quality work on international projects.

The law will take effect three months after its official publication, allowing time for preparation and adaptation to the new requirements.
