European Customs Regulations in Ukraine: What Will Happen Following the Cabinet of Ministers’ Decision

The Cabinet of Ministers of Ukraine has approved a draft of a new European-style Customs Code and submitted it to the Verkhovna Rada. The document is intended to bring Ukrainian customs regulations in line with European Union standards and serve as one of the key steps on Ukraine’s path to EU membership.
This was reported by Ukrainian Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian"
According to her, the new Customs Code is fully aligned with the EU Customs Code and introduces customs rules that are uniform with those of the European Union.
The new Customs Code as a step toward EU accession
Yulia Svyrydenko emphasized that the approval of the draft new Customs Code is an important element of Ukraine’s European integration process.
“This is one of the key steps for Ukraine’s accession to the EU and the fulfillment of our obligations within the membership negotiation process,” the Prime Minister wrote.
This document is intended to bring Ukrainian customs legislation into line with European rules.
This is important both for further EU membership negotiations and for businesses involved in import, export, and international logistics.
What the new Customs Code changes
According to the head of government, the draft of the new Customs Code introduces customs rules aligned with those of the European Union.
The document provides for new approaches to:
- customs procedures;

- duty exemptions;

Customs rules will align more closely with European standards
One of the main objectives of the new Customs Code is to harmonize Ukrainian legislation with EU standards.
This should reduce the gap between Ukrainian and European procedures, make customs processes more predictable, and simplify operations for companies engaged in foreign trade.

What will happen to existing authorizations
The Prime Minister emphasized that business continuity must be maintained for businesses and citizens.
Existing authorizations will remain valid, and the “single window” system will operate as usual.
This means that the transition to the new regulations should not paralyze business operations or cause a sudden administrative disruption for companies already working with customs procedures.
