Starting September 1, student scholarships in Ukraine will increase: new payment amounts

Starting September 1, Ukraine will see a significant increase in state scholarships for students pursuing higher education and pre-higher vocational education. This was announced by Iryna Borzova, a member of parliament from the “Servant of the People” faction and chair of the Subcommittee on State Youth Policy,according to "Komersant Ukrainian".
New Scholarship Amounts at Educational Institutions
Starting in the 2026/27 academic year, payments to students will double and will amount to:
For higher education institutions (universities, institutes):
- minimum academic scholarship — 4,000 UAH;
- increased academic scholarship — 5,820 UAH;
- enhanced field-specific scholarship — 7,420 UAH;
- presidential scholarship — 20,000 UAH.
For institutions of pre-higher vocational education (colleges, technical schools):
- minimum academic scholarship — 3,020 UAH;
- Increased academic scholarship — 4,394 UAH.
The goal of the initiative is to create conditions for young people in Ukraine to realize their potential and to provide adequate financial support during their studies.
Benefits for applicants from frontline and temporarily occupied territories
For young people who lived in temporarily occupied territories (TOT) or frontline areas, a set of state guarantees and a simplified admission procedure are provided:
- the option to enroll through special educational centers without taking the National Multidisciplinary Test (NMT), based on the results of an interview or internal exams;
- a separate quota for state-funded spots and preferential housing in dormitories;
- assistance with obtaining Ukrainian documents and psychological support;
- a one-time payment of 50,000 UAH from UN partners and UNICEF.

State Grant System for Contract-Based Education
For applicants to contract-based programs, there is a state co-funding program based on successful results on the National Multidisciplinary Test (NMT).
A young person can receive a state grant starting at 17,000 UAH if they score 150 points on the NMT across two subjects, and a grant starting at 25,000 UAH if they score 170 points on the NMT across two subjects.
For applicants choosing higher education institutions in frontline regions, the grant amount is automatically increased by 50%.
“The state is creating more opportunities for young people so that every student feels the state’s support, can receive a quality education, and realize their potential in Ukraine,” noted Iryna Borzova.
The 2026 admissions campaign set a record
As previously reported by “Kommersant Ukrainian,” in 2026, applicants in Ukraine registered and confirmed 1,031,705 applications for admission to bachelor’s programs and medical master’s programs. The Ministry of Education noted that this year’s admissions campaign set a historic record.
The clear leader this year was Lviv Polytechnic National University, which received 59,676 applications.
This is nearly 16,300 more applications than last year, representing a 37.6% increase .
Second place went to Ivan Franko National University of Lviv, which received 46,601 applications. Compared to 2025, the number increased by 3,210 applications, or 7.4%.
Third place in the ranking is held by the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute.” Applicants submitted 39,188 applications to KPI, which is 37% more than the previous year.
According to official data, applicants have already registered and confirmed 1,031,705 applications for admission to bachelor’s and medical master’s programs.
Enrollment for state-funded and contract-based programs will take place no later than August 13.
Please note that this year, applicants will have the opportunity to sign their enrollment agreement directly in the applicant’s online account using a qualified electronic signature (QES), which will allow them to fully meet the enrollment requirements remotely. Subsequently, applicants admitted under contract-based programs will also be able to sign payment agreements via their applicant’s electronic account.
