Civil servants’ salaries have risen: where do they pay the most?

In March 2026, the average salary in central government agencies reached nearly 59,000 hryvnias, while the number of civil servants in Ukraine declined.
This was reported by "Komersant Ukrainian" citing the Government Portal.
According to the Ministry of Finance, salary levels in March varied significantly depending on the agency’s rank.
In March, salaries increased for all civil servants compared to February. For example, employees of the Antimonopoly Committee began receiving 95,900 hryvnias instead of 93,500 hryvnias. Employees of the NEURC are paid slightly less—95,300 hryvnias (instead of 92,000 hryvnias in February).

Salaries rose more significantly at the Accounting Chamber—from 76,300 UAH to 80,800 UAH—and at the Verkhovna Rada Secretariat—from 73,500 UAH to 79,000 UAH.
For employees of the administrative offices of central executive bodies, the salary was 58,640 hryvnias. At the same time, at the regional level, this figure was 35,800 hryvnias.
“It should be noted that the salary level of civil servants also includes one-time payments, in particular, compensation for unused vacation time, financial assistance for addressing social and domestic issues, severance pay upon dismissal, and other payments provided for by law,” the statement reads.

Number of civil servants
The total number of government employees who actually received salaries in March was 165,400. This is 2,200 fewer than in the same period last year.
Of the total number of civil servants:
- 108,000 work in central executive bodies at all levels;
- 34,200 work in judicial bodies;
- 23,200 work in local state administrations.
It is noted that these statistics do not include employees of the security and defense sectors.
As previously reported by the State Statistics Service, the average salary in Ukraine in March 2026 was 30,356 hryvnias. This is 7.2% higher than in February.
According to the published data, in March 2026, the average salary of full-time employees across Ukraine was 30,356 hryvnias, compared to 28,321 hryvnias in February (7.2%). The highest salaries were traditionally recorded in Kyiv—49,381 hryvnias. Wages also remained high in the Kyiv region—29,997 hryvnias.
The lowest incomes are earned by workers in the Kirovohrad region—21,375 hryvnias—and the Chernivtsi region—21,453 hryvnias.
