Zelenskyy announced what Klymenko and Umerov will be doing at the National Security and Defense Council

Ukraine has established new guidelines for the National Security and Defense Council (NSDC) and principles for its restructuring. Rustem Umerov and Ihor Klymenko will be assigned new areas of responsibility. This was announced by Ukrainian President Volodymyr Zelenskyy, according to "Komersant Ukrainian", citing his Telegram channel.

Tasks for Umerov and Klymenko

According to the head of state, Rustem Umerov will focus on international affairs and security cooperation.

“Rustem Umerov will focus on communication with partners, negotiations, promoting security cooperation and developing relations between the intelligence communities of Ukraine and its partners, and implementing our programs such as Drone Deals and the Ukrainian anti-ballistic program ‘Freya,’” Zelenskyy noted.

At the same time, the NSDC plans to significantly strengthen its domestic focus, for which Klymenko will be responsible.

“Given Igor Klymenko’s experience within Ukraine’s Ministry of Internal Affairs, the NSDC’s work will place greater emphasis on domestic activities aimed at ensuring Ukraine’s resilience, coordinating between defense and security agencies, and countering challenges such as cyber threats from Russia and the activities of criminal networks,” the president emphasized.

Volodymyr Zelenskyy added that the relevant decrees will be signed as early as next week. This will take place following his scheduled meetings in the United States of America.

Background

On July 17, Zelenskyy announced that he had offered the position of Secretary of the National Security and Defense Council to former Interior Minister Ihor Klymenko; Rustem Umerov currently holds this position. The president explained that what he expects from Klymenko in his new role is, first and foremost, the coordinated preparation of the country for winter.

“Getting through the winter is the number one challenge. The State Emergency Service demonstrated the highest level of competence, helping people—civilians, military personnel, everyone—even after any attacks. I expect a systematic approach so that the National Security and Defense Council can address all pressing issues,” Zelenskyy noted.

As a reminder, there has been a reshuffle of the Cabinet of Ministers in Ukraine. Zelenskyy wanted to appoint Klymenko as Minister of Defense. According to the president, the former head of the Ministry of Internal Affairs could help resolve issues related to mobilization and the work of the Territorial Defense Command.

However, this idea found no support either among the public or among members of parliament.
