Ukrainian President Volodymyr Zelenskyy has signed a law expanding the powers of local governments to support the security and defense sector during a state of war or a state of emergency.
This is stated in the bill summary on the Verkhovna Rada website, reports "Komersant Ukrainian".
This law aims to ensure comprehensive support for the Armed Forces from local communities, with the exception of the procurement of weapons and ammunition.
Key Provisions of the Law
Support for the Armed Forces
The law regulates the issue of support for the Armed Forces, enabling communities to actively participate in providing infrastructure for defense. The law excludes the procurement of weapons and ammunition, focusing on other aspects of support.
Construction and Maintenance of Structures
The adopted law grants the executive bodies of village, settlement, and city councils the authority to construct, equip, and maintain engineering, technical, and fortification structures. This allows communities to respond promptly to security challenges.
Budgetary changes and socio-economic development
According to the document, local authorities may approve local budgets and make changes to them, as well as approve programs for socio-economic and cultural development. This ensures flexibility in financial decisions during crisis situations.
Appointments
The law provides for the possibility of appointing a village, town, or city mayor to the position of head of the relevant military administration without resigning from their previous position. This simplifies administrative processes during a crisis.
Additional provisions
In addition, the law allows civil servants and local government officials who are on unpaid leave or furloughed to be appointed to positions in other government bodies and military administrations.

The law was adopted by the Verkhovna Rada of Ukraine on June 18, 2024, with 303 votes in favor.

As a reminder, the Rada recently adopted the new Law “On Public Procurement”No. 11520. This document introduces strict protectionism for domestic businesses: until December 31, 2032, all defense procurement of civilian goods for the needs of the Armed Forces will be conducted exclusively with a localization requirement.
The new rules will radically change the military tender market, close loopholes for imports, and significantly strengthen the powers of the State Audit Service.
