$5.5 Billion for Ukraine: Zhovkva Discusses the Operation of the PURL Mechanism

Nearly $5.5 billion has been committed to the PURL (Priority Requirements List of Ukraine) program, Deputy Head of the Office of the President Ihor Zhovkva said in an exclusive interview with Interfax-Ukraine, according to "Komersant Ukrainian".

“PURL is a very important program. We’ve discussed it as well. We are grateful to the NATO Secretary General, who continues to be an active advocate and implementer of this program. To date, nearly $5.5 billion has been raised, and these funds are already being put to use,” Zhovkva said.

He also refuted claims that “allegedly something is not being delivered” under this program.

“We all see what is happening in the world. And, of course, the first and most important thing being supplied under this program is interceptor missiles for anti-ballistic systems, for Patriot systems. And today, whatever our partners can finance and whatever the U.S. side can supply—it is being supplied,” noted the Deputy Head of the Presidential Office.

In total, 25 NATO member countries, as well as three non-NATO partners, are financially participating in the PURL program.

“Yes, it is harder to obtain these funds now, but that does not mean the program should not function. It will function, and it is delivering results. These are the weapons and ammunition that are ready as of today; they are in storage and can be used,” Zhovkva emphasized.

How PURL Works

Compiling the list of needs: Ukraine identifies critically important types of weapons and equipment for defense—specifically air defense systems, artillery ammunition, and other strategic items.

Joint coordination: Priority monthly requirements for these items are coordinated jointly with NATO and the U.S.

Allied funding: NATO countries (excluding the U.S.) make financial contributions to purchase approved priority U.S. weapons models.

Weapons delivery: After the funds are raised, the United States ensures the delivery of the necessary weapons, equipment, and ammunition to Ukraine. The estimated cost of monthly requirements is approximately $1 billion, which is provided in two packages of $500 million each.
