Buzhansky on competitions for law enforcement leadership positions: International experts have the final say—”this is wrong”

MP Maksym Buzhansky criticized the approach to selecting law enforcement officials with the involvement of international experts.
He made this statement in an interview with the YouTube channel "Komersant Ukrainian".
According to the MP, competitions for leadership positions in agencies such as NABU, SAPO, the Security Service of Ukraine, or Customs should remain, but without the decisive influence of foreign experts.
“The idea that international experts have the deciding vote is complete nonsense. The participation of international experts is fine. But the deciding vote should belong to representatives of Ukraine. And what’s the point of having Ukrainian representatives there if international experts make all the decisions? Well, let them decide and let them be held accountable,” Buzhansky emphasized.

The lawmaker pointed out that domestic experts should bear responsibility for appointments, since foreign specialists have no obligations to the state after the competition concludes. As an example, he cited the case of former High Council of Justice head Roman Ignatov, who was later found to hold Russian citizenship.
The lawmaker is convinced that granting foreigners a decisive vote in personnel appointments contradicts national interests and even constitutional norms.
“In other words, we’ve all come to realize—and I apologize if I’ve offended anyone—that the competition isn’t a contest to select the best candidate, but rather a way to whitewash the person they need. It’s a way to install their own people under the guise of a competition. I’m against this. I generally believe that responsibility for appointments should be personal,” he explained his position.
