Danylo Getmantsev initiated the transfer of PlayCity’s functions from the Ministry of Digital Transformation to the Ministry of Finance

Danylo Getmantsev, chairman of the Verkhovna Rada’s Committee on Finance, Tax and Customs Policy, stated that he had initiated the transfer of coordination functions for the PlayCity platform from the Ministry of Digital Transformation to the Ministry of Finance of Ukraine.

The deputy announced this in a post, commenting on the reaction of representatives of the gambling industry and related entities to the relevant amendment, reports "Komersant Ukrainian".

According to Getmantsev, his initiative caused “a significant stir” among market participants, as well as a wave of criticism from those who, in his words, are interested in preserving the current regulatory system.

The deputy stated that PlayCity’s current operating model has effectively become a continuation of the activities of the Commission for the Regulation of Gambling and Lotteries, which, in his words, merely “changed its name” following the reform.

“I understand the nature of the dissatisfaction—you’ve settled comfortably into a scheme that results in the state and the army losing out on 20 billion hryvnias every year,” Getmantsev wrote.

He also stated the need to dismantle “schemes” in the gambling sector, specifically fictitious lottery contests and, in his words, simulated restrictions on gambling.

According to the lawmaker, transferring these functions to the Ministry of Finance should be part of the reform of state control over the gambling market.

“The era of fictitious lottery contests, simulated gambling limits, and unregulated gambling activities must become a thing of the past,” he stated.

As a reminder, Danylo Getmantsev stated that the delay in launching the State Online Monitoring System (SOMS) bears the hallmarks of deliberate sabotage rather than administrative inefficiency. According to him, criminal proceedings have already been initiated regarding the possible derailment of the system’s implementation by former Minister of Digital Transformation Mykhailo Fedorov, Acting Minister Oleksandr Bornyakov, and their team.
