Ukrainian Armed Forces drones have again attacked oil infrastructure in Perm: what are the consequences?

In the Perm Krai, a Ukrainian drone attacked “one of the industrial sites,” the region’s governor, Dmitry Makhonin, reported on the morning of Thursday, April 30, without specifying the name of the facility, according to "Komersant Ukrainian", citing Russian propaganda media.
“Employees are in shelters. There are no casualties or significant damage,” Makhonin said.
Earlier, a drone threat alert and the “Carpet” plan—which calls for the temporary suspension of airport operations—were activated in the region.
According to the Telegram channel Astra, one of Russia’s largest oil refineries, “Lukoil-Permnaftorgsintez,” was targeted by Ukrainian UAVs. It processes about 13 million tons of oil per year and produces a wide range of petroleum products, including gasoline and diesel fuel, jet fuel, and lubricants.
“It is highly likely that the primary oil refining unit is on fire,” reads one of the posts.
Meanwhile, the Telegram channel “Important Stories” reports that a Transneft oil pipeline receiving and pumping station in Perm has also been attacked. Photos and videos circulating online show a massive cloud of smoke rising over the city.

According to eyewitnesses, city residents heard sirens in the Perm II station area, as well as in the Industrial and Kirovsky districts.
Chemical hazard warning
It is also noted that a chemical hazard warning was issued in the Kirovsky district of Perm. According to publicly available data, this district is home to chemical industry enterprises such as the Khimik plant, the Perm Chemical Company, the Perm sorbent plant Uralhimsorb, Uralhimeks, and others.
In addition, residents of the Kirovsky District temporarily lost mobile network coverage. Officials at the Perm Krai Ministry of Territorial Security explained to this publication’s journalists that “there is no real chemical hazard,” and that the local “Chemical Hazard” system was allegedly activated to test the operational readiness of the warning system at Perm enterprises.
Rospotrebnadzor reported that after the UAV entered the industrial facility, air quality monitoring is being conducted there through periodic measurements, but “there are no exceedances of standards.”
Meanwhile, classes at Perm State University were canceled on April 30, and staff were switched to remote work. At the Perm branch of the Plekhanov Russian University of Economics, students were also switched to remote learning.
Strikes on oil infrastructure facilities in Perm
The day before, on April 29, Ukraine had already attacked industrial facilities in Perm and the Orenburg region. At that time, Perm Krai Governor Makhonin also confirmed a UAV strike on “one of the industrial sites in the Perm Municipal District.”
The Astra Telegram channel, citing an OSINT analysis conducted by its authors, reported at the time that the target of the drone attack in the Perm Krai was the Perm Linear Production and Dispatch Station (LPS) “Perm,” which is part of the Perm-Almetyevsk oil pipeline and belongs to the company “Transneft-Prikam.” The analysis used footage taken by eyewitnesses in Perm (30 km from the LPS) and near the village of Kultayevo (9.5 km from the station).
