The Cabinet of Ministers has lifted border crossing restrictions for all women: what has changed

The Cabinet of Ministers of Ukraine has lifted restrictions on travel abroad for all women, without exception. From now on, the right to cross the state border does not depend on whether a woman holds a position in state authorities, local government, state-owned enterprises, or the courts.

This was announced by Ukrainian Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian"

According to her, the government has decided to lift restrictions for all women, regardless of their official status.

What exactly did the Cabinet of Ministers change?

Previously, during martial law, some women who held government positions or worked in local government bodies faced restrictions on traveling abroad.

For certain categories of female officials, crossing the border was only possible under specific conditions, such as on official business trips.

Now these restrictions have been lifted for all women without exception. This applies to women working:

  • in government agencies;
  • in local government bodies;
  • at state-owned enterprises;
  • in courts;
  • in other organizations to which the restrictions may have previously applied.

What happened before

In January 2023, Ukraine established special border crossing rules for officials and civil servants during martial law. At that time, the Cabinet of Ministers introduced a provision allowing members of parliament, local council members, judges, prosecutors, civil servants, and other specified categories to travel abroad, primarily on official business trips.

On May 6, the government had already eased these rules for some women working in the public sector. At that time, the restrictions were not lifted for everyone, as they remained in place for women in key positions. Now, the Cabinet of Ministers has adopted a broader decision—to lift the restrictions entirely.

Who is affected by the new decision

The new decision applies specifically to women, regardless of their position or place of work.

This means that travel abroad is now permitted for women who previously might have been subject to restrictions due to their work in government agencies, local government, state-owned enterprises, or the courts.

Why the government changed the rules

Previous restrictions were justified by the need to ensure the stable operation of state institutions during martial law. This particularly applied to positions related to the functioning of government bodies, the judicial system, and public administration.

Now the government has decided to lift these restrictions on women entirely. This means that a woman’s official status will no longer be a separate basis for prohibiting her from traveling abroad.
