Car smuggling disguised as humanitarian aid for the Ukrainian Armed Forces: a car blogger was detained in Kharkiv

In Kharkiv, law enforcement officials uncovered a large-scale scheme to import cars under the guise of humanitarian aid for the Armed Forces of Ukraine. According to the investigation, the scheme was organized by a well-known Kharkiv-based automotive blogger and head of a charitable foundation. She was detained and later charged with smuggling a significant amount of excise goods. This was reported by the press service of the Kharkiv Regional Prosecutor’s Office, as reported by "Komersant Ukrainian"

According to the prosecutor’s office, the woman allegedly used aid to the army as a cover, but in fact built a business on reselling vehicles that were supposed to be transferred for the needs of the front. These were cars imported from European countries as free humanitarian aid.

How the car scheme worked

According to the investigation, the scheme operated from January 2024 to May 2026. The vehicles were imported into Ukraine from Europe and registered as humanitarian aid for the Armed Forces of Ukraine.

This classification allowed them to avoid paying mandatory customs duties. However, according to law enforcement officials, instead of transferring the vehicles to the military, some of the vehicles were sold to customers in Ukraine.

Investigators believe that the blogger personally coordinated the process: from selecting cars abroad to selling them in Ukraine. According to law enforcement officials, she posted sales ads on her Telegram channel.

What vehicles are involved in the case

Law enforcement officials have documented the smuggling of SUVs and minivans of various makes.

Among them:

  • Mitsubishi;
  • Nissan;
  • Mercedes-Benz;
  • KIA;
  • other vehicles.

The total market value of just nine identified vehicles exceeds 1.6 million hryvnias.

A separate important detail of the case is the number of vehicles listed on the charitable foundation’s balance sheet. According to the investigation, there are 379 vehicles listed there. Law enforcement officials are currently verifying their current status.

This very circumstance could become one of the key factors in the investigation: investigators must determine which vehicles were actually transferred to the military and which may have been sold on the commercial market.

What was seized during the search

On May 12, law enforcement detained a suspect under Article 208 of the Criminal Procedure Code of Ukraine.

During an authorized search of the so-called sales lot, where the vehicles were stored and displayed to potential buyers, six vehicles were seized.

The issue of placing them under arrest is currently being decided.

What charges were brought against the car blogger

Under the procedural guidance of the Kharkiv Regional Prosecutor’s Office and the Shevchenkivskyi District Prosecutor’s Office of Kharkiv, the woman was notified of a suspicion regarding the smuggling of excise goods on a large scale.

This pertains to Part 1 of Article 201-4 of the Criminal Code of Ukraine. This article concerns the smuggling of excise goods across Ukraine’s customs border.

At the same time, notification of suspicion does not imply a finding of guilt. The final legal assessment of the suspect’s actions must be made by the court.

Who is investigating the case

The pre-trial investigation is being conducted by investigators from the Investigative Department of the Kharkiv District Police Department No. 3 of the Main Directorate of the National Police in the Kharkiv region.

Operational support is provided by officers of the Security Service of Ukraine (SBU) in Kharkiv Oblast. Procedural oversight is provided by the Kharkiv Oblast Prosecutor’s Office and the Shevchenkivskyi District Prosecutor’s Office of Kharkiv.
