The State Energy Regulatory Agency has issued nearly 14,000 defect reports for energy facilities damaged by shelling

Since the beginning of 2026, specialists from the State Energy Supervision Inspectorate of Ukraine (Derzhenergonadzor) have inspected more than 900 power facilities damaged or destroyed as a result of hostilities. This was reported by the agency, according to "Komersant Ukrainian".
“This includes distribution networks, transformer substations, overhead and underground power lines, as well as other equipment belonging to 22 distribution system operators (DSOs),” the statement said.
Representatives of the inspection are participating in the work of special commissions that conduct technical inspections, record the nature and extent of the damage, and ensure that it is documented. The work is being carried out amid constant attacks on energy infrastructure.

According to the State Energy Inspection, more than 13,600 defect reports have been compiled based on the results of the inspections. These documents serve as the basis for planning emergency repair and restoration work, determining the need for material and technical resources, and making informed decisions regarding the repair, restoration, or replacement of damaged equipment.
“The volumes of materials and technical resources required to restore the energy infrastructure are determined separately, in particular with the assistance of the Humanitarian Headquarters under the Ministry of Energy of Ukraine,” the statement reads.
The State Energy Supervision Agency emphasizes that systematic monitoring of the consequences of damage and state oversight of restoration are crucial components for ensuring process transparency, an objective assessment of the technical condition of facilities, and the efficient use of resources.
In total, since the start of the full-scale invasion, State Energy Supervision inspectors have inspected nearly 10,800 damaged energy facilities.
Inspections of damaged power facilities are conducted in accordance with the requirements of the Temporary Procedure for the Actions of the State Energy Regulatory Commission on the Restoration of Electricity Supply to Settlements Deprived of Power Due to Damage to Power Grid Facilities or Their Components as a Result of Hostilities, during the period of martial law in Ukraine.
As previously reported by the Ministry of Energy, the tactics of Russian attacks on Ukrainian power facilities complicate their rapid restoration.
These tactics are aimed at breaching the facility’s defenses using various types of weapons. At the same time, Russia is attempting to simultaneously destroy both power generation facilities and elements of the electricity transmission and distribution system.
