Farmers in Mykolaiv Oblast to Receive Vouchers: Amounts and Conditions

Agricultural producers in six local communities in the Mykolaiv region will be eligible to receive voucher assistance ranging from $2,000 to $6,000 to purchase resources for resuming operations in war-affected areas, with a total support fund of 14 million hryvnias. This was announced by the Ministry of Economy, Environment, and Agriculture of Ukraine, according to "Komersant Ukrainian".

“The program is available to farmers, including individuals, sole proprietors, and legal entities in the Halytsynivska, Horokhivska, Zavodska, Snigurivska, Shevchenkivska, and Shyrokyvska communities, who have suffered significant losses due to hostilities and require additional support to restore agricultural production,” the ministry noted.

Entrepreneurs must cultivate between 3 and 300 hectares of officially registered agricultural land.

Who is prioritized

The agency emphasizes that priority will be given to farmers whose land has been returned to cultivation following official demining or clearance of explosive ordnance.

“Applications for vouchers must be submitted through the State Agrarian Register (DAR) from May 15 to June 14, 2026. To participate in the program, applicants must be registered with the DAR, submit an application specifying the relevant land plots, and undergo a needs assessment. However, agricultural producers who have already received voucher support from the FAO in 2024–2026 are not eligible to participate in the new program,” the statement reads.

The program is being implemented by the Ministry of Economy in partnership with the Food and Agriculture Organization of the United Nations (FAO) and with financial support from the Government of Norway.

Earlier, a $2.6 million support program for farmers in the Kherson region was launched in the State Agrarian Register. It is reported that the program is designed for small agricultural producers in the Borozenske, Kalynivske, Velykooleksandrivske, and Vysokopilsk communities who have been affected by the war and drought.

It is noted that participants will receive financial assistance and vouchers for the purchase of drought-resistant seeds, drip irrigation systems, and other resources.

According to the agency, the mandatory requirements are a farm with an area of 3 to 300 hectares and registration with the State Agrarian Registry. Applications can be submitted from May 8 to June 1, 2026.

Other farmer support programs

Previously, as part of an initiative with the Food and Agriculture Organization of the United Nations (FAO), farmers in the Kharkiv and Mykolaiv regions received financial vouchers for the purchase of mineral, liquid complex, and micronutrient fertilizers, as well as sunflower, corn, and spring barley seeds

This assistance was made possible thanks to support from international donors—the governments of Austria, Canada, Qatar, Norway, and Switzerland.

The program was designed for small and medium-sized farmers in the Kharkiv and Mykolaiv regions whose farms are located in or in close proximity to the combat zone.

With the vouchers received, farmers can purchase:

  • Seeds: sunflower, corn, and spring barley.
  • Fertilizers: mineral, liquid complex, and micronutrient fertilizers from Ukravit.

The main condition for participation in the program was the official registration of the farm in the State Agrarian Register (DAR). The voucher amount was determined based on DAR data—it was calculated in proportion to the area of land cultivated by the farmer. This approach ensured a fair distribution of international aid among the most vulnerable farms, the agency reported.
