Funds from the National Savings Fund may be returned to the state budget: how long can you still access your savings?

National Cashback funds must be spent by June 30, otherwise the funds on the cards will be returned to the state budget. This was announced by the Ministry of Economy, Environment, and Agriculture, according to "Komersant Ukrainian".

Therefore, the ministry urged citizens to use the funds accumulated on their “National Cashback” program cards by the specified deadline, as any unused balances as of the end of that day will be returned to the state budget.

“Ukrainians will receive cashback for April at the end of May, and these funds must also be used by the end of June. Meanwhile, compensation for purchases made in May will be paid out in July,” the ministry noted.

The program itself will continue to operate without changes, and accruals and payments for subsequent periods will be made according to the usual schedule after the 20th of each month.

Program users will receive 5% or 15% compensation for the purchase of Ukrainian-made goods. Specifically:

5% cashback is awarded for purchases of food, automotive products, pharmacy items, and gardening supplies.

15% cashback is awarded for non-food items such as clothing, footwear, electronics, toys, hobby, leisure, and home improvement products, as well as food items: hard and soft cheeses, pasta, oats, and buckwheat.

The “National Cashback” Program

As reported, the “National Cashback” program was launched in September 2024. Since March 1, 2026, it has been operating under an updated differentiated model: 15% for Ukrainian-made goods in categories with a high share of imports (cosmetics and hygiene products, household chemicals, home goods, repair and construction supplies, pet products, office supplies, clothing, footwear, as well as hard and soft cheeses, certain types of pasta and grains), 5%—in segments where Ukrainian manufacturers already have strong market positions (sweets, non-alcoholic beverages, pharmacy goods, garden and vegetable products, snacks, canned and frozen foods, fruits and vegetables, fish and seafood, oil, meat, dairy products (except hard and soft cheeses), sauces, and condiments). The ministry explained that this approach allows for more precise targeting of state support and stimulates demand specifically in those categories where there is potential for import substitution.

In addition, from March 20 through the end of May 2026, a fuel cashback program is in effect as part of the “National Cashback” initiative. Ukrainians can receive a 5–15% rebate on the cost of fuel purchased at gas stations participating in this program. More than 150 gas station chains have already joined the program—ranging from large chains to local stations.

Citizens can use the accumulated funds to pay for utilities and postal services, purchase food, medical supplies, or Ukrainian-made medicines, buy books, as well as make donations to charity and support the Armed Forces of Ukraine. To participate in the program, you must open a special card at a partner bank, grant permission to share transaction information, and select it in the “Diya” app.

What you cannot spend the cashback on

Funds from the program are earmarked for specific purposes. They cannot be withdrawn as cash or transferred to a regular bank card.

Also, since last November, “National Cashback” funds cannot be spent on mobile phone services.

You cannot use cashback for:

  • cash withdrawals;
  • transfers to other cards;
  • mobile communications;
  • excise goods;
  • purchases outside the specified list.

It was previously reported that the Cabinet of Ministers extended the “National Cashback” pilot project for another two years—until April 30, 2028. The program will continue to operate within the “Made in Ukraine” platform and will provide compensation to buyers for purchasing Ukrainian-made goods and services.

When will cashback accrual end

Cashback accrual is set to end on March 1, 2028.

The project itself may remain active until April 30, 2028, but payments and the use of funds will depend on the program’s terms, martial law, and the availability of budget funding.

The status of all project participants—buyers, sellers, and manufacturers—will be automatically extended.

This means that participants do not need to re-register if they are already participating in the program.

At the same time, sellers and manufacturers may opt out of the project. Buyers may also close their special account at any time upon their own request.

As previously reported by the government, as of April, over 1.3 million people in Ukraine have already taken advantage of the opportunity to receive fuel cashback. Since the program’s launch, over 200,000 new accounts have been opened with “Natscashback.”
