Nearly 3,000 Companies on the AMCU’s “Blacklist”: Who Are the Biggest Violators?

As of the end of June 2026, the Antimonopoly Committee of Ukraine’s list includes 2,857 companies with a combined annual revenue of over 300 billion hryvnias. These figures were published by the market analysis service VKURSI Market BI, according to "Komersant Ukrainian"

These are legal entities against which the AMCU has established facts of anti-competitive concerted actions in public procurement procedures, abuse of a monopoly (dominant) position in the market, as well as violations of legislation on the protection of economic competition, particularly in the area of pricing.

“The combined revenue of all companies on this list for 2025 reached 302 billion hryvnias, and their profit amounted to 6 billion hryvnias,” the report states.

The highest concentration of such companies is in Kyiv and the Kyiv region—902 legal entities, accounting for nearly one-third of the total.

A smaller number of companies on the sanctions list are registered in the Kharkiv (227), Lviv (226), Dnipropetrovsk (217), and Odesa (168) regions.

Which sectors have the most violations

“By type of economic activity, the largest number of companies are in the wholesale and retail trade sector, as well as in motor vehicle repair—956 companies. This is more than a third of all legal entities included on the list,” the statement reads.

The construction sector ranks second in terms of numbers, with 738 companies on the list. Another 412 legal entities operate in the manufacturing sector.

The top five also includes companies operating in administrative and support services (133 companies) and professional, scientific, and technical activities (124 companies).

“The large number of trading and construction companies is due to the high activity of these sectors in the public procurement market. Together, these two sectors account for nearly 60% of all legal entities included in the AMCU’s list of companies,” the publication states.

Companies subject to AMCU decisions are not allowed to participate in tenders (open bidding), but may enter into direct contracts with budgetary institutions outside the Prozorro system (provided this does not conflict with other regulations).

The AMCU’s consolidated list remains predominantly concentrated in the country’s largest business regions and among sectors that traditionally participate actively in public procurement.

“Retail and construction companies make up the largest share of the list. Companies may be in the process of appealing their inclusion on the AMCU’s consolidated list, and the inclusions themselves may relate not only to violations of competition law but also to unjustified price increases and monopolistic practices,” analysts note.

As a reminder, in August of last year, more than 2,300 legal entities were on the AMCU’s “blacklist.” Most of these companies operated in the wholesale and retail trade sector (801 companies), construction (658), and the manufacturing industry (341). The top ten companies by revenue on this list included, in particular, AV Metal Group LLC, Tekhnotorg-Don LLC, MAN Truck & Bus Ukraine LLC, Ukr Gaz Resurs LLC, and Pyriatyn Delicates LLC. The total revenue of all companies on the list for 2024 amounted to 237.6 billion UAH.
