NABU and the SAPO are conducting searches at the home of Mudra, the deputy head of the Presidential Office, and Goncharenko

People’s Deputy Oleksiy Goncharenko has revealed new details about the high-profile special operation conducted by NABU and the SAP. According to him, law enforcement officers conducted searches at the residence of Iryna Mudra, deputy head of the Office of the President of Ukraine, as reported by "Komersant Ukrainian".

“Searches are currently underway at the residence of Iryna Mudra, deputy head of the Office of the President. During the search at Mudra’s residence, they found Mykytas))” — Goncharenko wrote.

This statement confirms a previous insider report from People’s Deputy Yaroslav Zheleznyak, who announced “very unexpected” investigative actions targeting the deputy (or deputy) head of the Office of the President, as well as a current People’s Deputy from the former OPZZh faction, who is referred to as a “well-known real estate developer.” According to the publication “Ukrainska Pravda,” the person in question is Vadym Stolar.

Iryna Mudra has served as Deputy Head of the Office of the President since the spring of 2024. At the Office of the President, she is responsible for justice issues, the development of an international compensation mechanism for Ukraine, and the establishment of a special tribunal for Russia. Prior to this appointment, from 2022 to 2024, she served as Deputy Minister of Justice.

In certain circles,Vadym Stolar was referred to as the “godfather” of Kyiv’s real estate developers. His name was linked to such scandals as the construction of the “Elita-Center” and the controversial development in Mykilskaya Slobodka in Kyiv.

In 2019, according to media reports, he lost his informal status as Kyiv’s “overseer,” but not his influence in certain circles.

In 2021, the Office of the Prosecutor General opened three criminal cases against Stolar for illegal activities aimed at financing terrorism, laundering proceeds of crime, and tax evasion on an especially large scale.

On the eve of the full-scale invasion, he left Ukraine but returned in 2023, after which the Security Service conducted a search of his premises. The investigation concerned the involvement of construction companies controlled by Stolar in the laundering of funds belonging to Viktor Medvedchuk and other individuals subject to sanctions. However, no charges were formally brought against the lawmaker at that time.

Meanwhile, former MP and ex-president of “Ukrbud”—who halted construction on his projects in 2019— Maksym Mykytas faces a whole series of allegations in various criminal cases. These include the misappropriation of National Guard property worth over 81 million hryvnias and the offer of a record-breaking bribe (22 million euros) to Dnipro Mayor Boris Filatov. In a recording by the National Anti-Corruption Bureau of Ukraine (NABU), Mykytas stated that Oleg Tatarov, deputy head of the President’s Office, assists him in his activities.

No official comments regarding the investigative actions have been received so far directly from NABU, the Special Anti-Corruption Prosecutor’s Office (SAPO), or the individuals subject to the searches. Law enforcement officials are currently refraining from disclosing details, citing the confidentiality of the investigation.

Special Operation by NABU and SAPO

This morning, NABU and SAPO announced that they are conducting a special operation to expose a criminal organization operating under the leadership of current and former members of the Ukrainian Parliament, with the participation of high-ranking officials from the Office of the President of Ukraine and other individuals.

Anti-corruption agencies have not yet provided further information regarding the special operation.

NABU promises to provide details at a later time.

According to Yaroslav Zheleznyak, a member of parliament from the “Voice” party, the special operation is not targeting members of the coalition or the “Servant of the People” party.

“They’re talking about a member of the formal coalition—a sitting MP from the former Opposition Platform—For Life party. A very well-known real estate developer. But the fact that it involves a deputy head of the Presidential Office is very unexpected,” the MP wrote.
