Serhiy Boev May Be Appointed as the New Head of Ukroboronprom – Goncharenko

Serhiy Boev, a former deputy defense minister, may take over as head of Ukroboronprom, replacing Herman Smetanin, who has resigned. This was reported by People’s Deputy Oleksiy Goncharenko, according to "Komersant Ukrainian".
“According to my information, they plan to appoint former Deputy Minister of Defense Serhiy Boev to the position of head of Ukroboronprom in place of Smetanin,” the MP wrote.
According to Ukroboronprom, a competitive selection process for the agency’s head has now begun. Serhiy Boev will serve as acting CEO for the time being.
“In connection with the dismissal of Herman Smetanin, CEO of JSC ‘Ukrainian Defense Industry,’ the company’s Supervisory Board has launched a competitive selection process for the position of CEO. For the duration of the selection process, the Supervisory Board has appointed Serhiy Boev to perform the duties of the company’s General Director,” the statement reads.
The day before, Serhiy Boev resigned from his position as Deputy Minister of Defense at his own request amid large-scale personnel changes announced by the president.
The Cabinet of Ministers of Ukraine dismissed Serhiy Boev from his position as Deputy Minister of Defense of Ukraine for European Integration. The corresponding order was adopted on July 13. According to Government Order No. 683-r, Serhiy Boev was dismissed at his own request.
“To dismiss Serhiy Serhiyovych Boev from the position of Deputy Minister of Defense of Ukraine for European Integration at his own request,” the document states.

Who is Serhiy Boev?

He is 41 years old. He holds a bachelor’s degree in international economics from the Vadym Hetman Kyiv National Economic University, as well as an MBA from the Wharton School of Business at the University of Pennsylvania (U.S.).
Before entering public service, Serhiy Boev gained experience working at international consulting firms.
In 2016, he assumed the position of Director of Business Development at PJSC “Ukrgazvydobuvannya.” He oversaw strategy, investments, and transformations at Ukraine’s national gas production company.
Two years later, Boev headed the division responsible for strategy development, business analytics, investment management, and business development at Naftogaz.
His responsibilities included managing strategy, investments, and business development across all areas of operation. He was involved in the creation and development of pilot projects for the emerging portfolio of “green” businesses.
In the spring of 2023, Boev joined Oleksandr Kamyshin’s Ministry of Strategic Industries of Ukraine. In April, he served as an advisor to the patronage service, and the following month he assumed the position of deputy head of the ministry. At the ministry, Boev was responsible for European integration issues.
In October 2024, Serhiy Boev moved to the same position at the Ministry of Defense.
In these roles, he was responsible for cooperation with the EU, NATO, and other allies, as well as for securing security assistance and funding.
