After meeting with Zelenskyy, “Flash” was appointed to a new position

Ukrainian President Volodymyr Zelenskyy has appointed Sergey Bezkrestnov, a well-known military expert and specialist in electronic warfare—better known by his call sign “Flash”—as his advisor on the development of defense technology. The head of state signed the corresponding decree on July 17.
This was reported by "Komersant Ukrainian", citing the Office of the President of Ukraine.
Ukrainian President Volodymyr Zelenskyy signed Decree No. 621/2026, appointing Serhiy Bezkrestnov as an advisor to the President of Ukraine on the development of defense technologies (non-staff position).
The relevant document has already been published on the official website of the President of Ukraine.

Who Is Serhiy “Flash” Bezkrestnov?
Serhiy Bezkrestnov is one of Ukraine’s most renowned experts in the field of military technology.
His main areas of expertise include:
- radio communications;
- electronic warfare (EW) systems;
- reconnaissance;
- modern unmanned systems technology;
- countering Russian communications and electronic warfare capabilities.
Starting in January 2026, Bezkrestnov served as an advisor to then-Defense Minister Mykhailo Fedorov on the development of defense technology.
Zelenskyy held a separate meeting with “Flash”
On the day the decree was signed, the President of Ukraine announced a meeting with Serhiy Bezkrestnov.
According to Volodymyr Zelenskyy, during the conversation, the parties discussed in detail the development of the technological component of Ukraine’s defense, modern military innovations, and the need to respond quickly to the technological changes being implemented by the Russian army.
The President also pledged “maximum cooperation” with the new advisor in this area.
What the President’s new advisor will be responsible for
According to the decree, Serhiy Bezkrestnov will be responsible for the development of technological aspects of defense.
This primarily involves:
- the development of military technologies;
- unmanned systems;
- electronic warfare capabilities;
- modern communications systems;
- the implementation of new technological solutions for the Ukrainian Armed Forces.
This is a part-time position.
