Beach Season 2026: Odesa Region Expands Safe Recreation Areas

The Odesa region is preparing for the 2026 summer season. Authorities plan to open at least 30 safe coastal areas for recreation—no fewer than last year. Access to the beaches is being coordinated with the military, and the final decision will be made following inspections by special commissions. Oleg Kipper, head of the Odessa Regional State Administration, announced the preparations for the beach season, according to "Komersant Ukrainian"
According to him, this year’s summer season will focus not only on recreation but also on health and rehabilitation, particularly for military personnel and their families.
How many beaches may open in the Odesa region
In the Odesa region, officials expect that the number of open beaches this summer will be no fewer than in 2025. This refers to more than 30 recreational areas.
“In recent years, we have seen a steady trend toward expanding safe recreational areas. While we opened 6 beaches in 2023, by 2025 there were already over 30. This year, we expect the number of open areas to be no fewer,” wrote Oleg Kipper.
Thus, the region is gradually expanding the list of places where people can officially stay by the sea, provided safety requirements are met.
Beaches will only open after approval from the military
Access to beaches in the Odesa region is being coordinated with the military. According to the Odesa Regional State Administration, a joint order has already been signed with the command of the “Odesa” operational-tactical group.
Following this, special commissions will inspect the coastline and identify areas where the following will be permitted:
- recreation;
- swimming;
- operation of beach infrastructure;
- business activities along the coast.
The final opening of each area will depend on the security situation and the commissions’ findings.
What conditions must beaches meet
For a beach to be allowed to open, it must meet a number of requirements. Among the mandatory conditions:
- the presence of lifeguard stations;
- lifeguards on duty;
- the presence of rescue boats;
- alert systems;
- nearby shelters;
- clearly marked swimming areas;
- inspection of the area by special services.
These rules are intended to reduce risks for vacationers and enable a rapid response in case of danger.

What restrictions will be in place at the beaches
Even after the beaches in the Odesa region reopen, restrictions will remain in place. Authorities warn that time spent on the coast will be regulated.
The following rules are expected:
- limited time allowed on the beaches;
- a ban on the use of watercraft;
- the only exception is for rescue boats;
- restricted access to dangerous areas;
- a ban on recreation in untested areas;
- mandatory compliance with alarm signals and lifeguards’ instructions.
This means that even officially open beaches will not operate as they did before the war, but under stricter safety rules.
Why the beach season is important for the region
The Odesa Regional State Administration emphasizes that safety remains the top priority. At the same time, the opening of beaches is also important for the region’s economy.
The summer season can support:
- local businesses;
- hotels;
- restaurants;
- the service sector;
- the tourism industry;
- local budgets;
- health and rehabilitation programs.
This year, special emphasis is being placed on health and wellness opportunities for military personnel and their families.
Why not all beaches will open
Due to martial law and security risks, access to parts of the coastline will remain closed. This may apply to areas with an increased risk of landmines, shelling, difficult logistics to shelters, or the inability to organize rescue services.
That is why the authorities are urging vacationers to use only officially authorized areas, not unregulated beaches.
