Poland wants full reimbursement for weapons supplied to Ukraine: details

Germany wants the €6.6 billion from the EU Peace Facility, which Hungary has blocked, to be transferred in full to Ukraine, while Poland wants a full refund of approximately €450 million for weapons transferred to Ukraine, according to a statement by Polish Deputy Defense Minister Cezary Tomczyk. This was reported by "Komersant Ukrainian" citing “Interfax-Ukraine.

EU Foreign Affairs Chief Kaja Kallas proposed allocating the €6.6 billion, providing for partial proportional reimbursement (10%), support for a training mission for Ukrainian military personnel, and joint arms purchases for Ukraine; Poland rejects this plan.

“This money is our money,” Tomczyk stated on RMF FM. “In practice, less of this money means less money for the army,” he added. Poland accuses Brussels of “trying to change the rules in the middle of the game.”

For its part, Germany, which makes the largest contribution to the EPF in percentage terms, believes that the released funds should be transferred to Ukraine rather than returned to national budgets.

Sebastian Hartmann, Germany’s Deputy Minister of Defense, urged partners to direct all payments from the fund that were not used in the initial phase toward supporting Ukraine, since the EPF was created as a mechanism of solidarity.

“The countries that were the first to provide weapons, such as Poland or Slovakia, and whose contributions have already been accounted for and earmarked for disbursement, do not want to agree to a reduction in the size of the payments, which is what countries that began providing aid later, such as Germany, are demanding,” the report states.

The Scandinavian countries hold a position similar to Germany’s. France is also closer to Callas’s position than Poland, since the amount of French aid under this fund was small, meaning the expected return will not be very significant either.

However, France did not agree with the foreign minister’s initial idea that EU countries should purchase weapons for Ukraine through the PURL mechanism in the U.S. Poland, on the other hand, is supported by Slovakia, which was the first to state that it would demand full reimbursement for the weapons transferred to Ukraine. This issue will now be discussed at the technical level and then submitted to the ambassadors for consideration.
