The number of raiding cases in Ukraine is decreasing, while the number of appeals to the court regarding raiding cases is not significantly increasing. This is one of the conclusions that can be drawn based on the evaluation of data provided by the Opendatabot platform, "Komersant Ukrainian" reports.
The dynamics are positive, although there are questions
323 cases of raiding were recorded last year in the Prosecutor General’s Office, which is 11% less than in 2023. It is also 1.8 times less than in 2021.
But only 28% of all proceedings registered last year went to court. This is slightly higher than the average in the first years of the full-scale invasion. However, in 2021 and 2020, about 40% of cases were considered.
Complaints about raiding are also decreasing
According to statistics from the Office for Combating Raiding, 1,722 complaints about raiding were registered last year, which is half as many as in 2021. In total, 10,710 such complaints have been recorded over the past 5 years. And we are talking here only about complaints considered collectively.
Over the past two years, the number of complaints from Ukrainians has decreased to 36%, while the number of appeals from businesses has increased to 42%. The share of complaints from local governments (village, city, district and other councils) also increased to 17%. For comparison: from 2020 to 2023, this figure averaged 7%.
Only 30% of all complaints were satisfied last year. Another 43% were denied, and 27% of cases were left without consideration on the merits.
What is on the radar of raiders
86% of all complaints concern real estate raiding. In another 14% of cases, raiders tried to take over someone else’s business.
74% of all criminal cases of raiding concern forgery of documents (Article 205-1 of the Criminal Code). Another 17% of cases were opened due to counteraction to legitimate business activities (Article 206 of the Criminal Code), and the remaining cases concerned the illegal seizure of property (Article 206-2 of the Criminal Code).

The Anti-Raiding Office also shared statistics and achievements
Fighting against “illegal registration actions” is what the Anti-Raiding Office of the Ministry of Justice is doing.
In 2024, the Ministry of Justice received 2239 complaints in the field of state registration, including: 435 – business, 1804 – real estate. In particular, the Anti-Raiding Office ensured consideration of 39 reports of unauthorized access to registers by state registration entities. The number of orders based on the results of complaints in 2024 was 1,543 (440 of which were satisfied, which is 28.52%).
In particular, thanks to the joint efforts of the Ministry of Justice and the Ministry of Defense of Ukraine, 30 land plots (3487 hectares) and 3 real estate objects (1668 square meters) were returned, and complaints about violations of sanctions legislation were considered.
Among the key achievements of the Anti-Raiding Office in 2024 is the reduction of the timeframe for consideration of complaints by the Board to 45 days and a decrease in the number of pending complaints.
Reportedly, as of December 2024, taking into account the temporary suspension of the registries, the number of pending complaints decreased to 144 (30 – business, 114 – real estate). For comparison, in 2020-2022, this number reached up to 2,500, and the processing time sometimes lasted 3-6 months.
The Office has introduced a systematic practice of combining complaints and ensuring the prompt return of registry information to its previous state to prevent raider attacks. The interests of the Ministry of Justice are also constantly represented in courts.
