Fines, speed cameras, and scooters: what changes are in store for Ukraine’s roads

Ukraine plans to impose stricter penalties on drivers who regularly violate traffic rules and create dangerous situations on the roads. This does not apply to all drivers, but primarily to repeat offenders who are not deterred by current fines. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian"
Prime Minister Yulia Svyrydenko announced the preparation of the relevant changes. According to her, the government, together with the Ministry of Internal Affairs, is set to discuss the proposals with members of parliament.
For most drivers, the rules will not change
According to Svyrydenko, the new approaches to accountability should not affect drivers who follow the rules or commit only occasional violations. The main goal of the changes is to target those who systematically speed and disregard the safety of other road users.
Ukraine plans to introduce a tiered system of fines. This means that penalties may depend on the number of violations a driver has committed over a certain period.
According to data cited by the Prime Minister, in the last 12 months alone, automated enforcement cameras have detected thousands of drivers who repeatedly exceeded the speed limit.
Specifically:
- nearly 2,900 drivers exceeded the speed limit more than 50 times;
- nearly 12,500 drivers violated speed limits more than 20 times;
- more than 35,000 drivers had more than 10 violations in a year.
According to the government, these figures indicate the need for a separate approach to drivers who regularly disregard traffic rules.
More automated enforcement cameras
At the same time, the government is working to expand the system of automatic traffic violation detection. Currently, there are about 377 cameras operating on Ukrainian roads.
In the near future, the number is planned to increase to over 410 systems. This is expected to strengthen enforcement of speed limits and reduce the number of dangerous situations on the roads.

New traffic rules await e-scooter riders
A separate area of the government’s focus is regulations for electric scooters and other light personal vehicles. According to Svyrydenko, legislative regulation of this issue has become necessary due to a sharp increase in the number of traffic accidents involving such vehicles.
In the first five months of 2026, the number of accidents involving electric scooters and similar vehicles rose by 66.8%. As a result of these accidents, people are injured, and in some cases, killed. Children are among the victims.
Electric scooters have become a popular form of urban transportation, but their use remains insufficiently regulated. This leads to conflicts between drivers, pedestrians, and users of light personal transportation.
The new rules are expected to specify where electric scooters can be ridden, what restrictions will apply to them, and what penalties users will face for violations.
What might change for drivers
Following discussions with lawmakers, Ukraine may introduce a new accountability system for those who regularly violate traffic rules. The main focus will be on drivers who repeatedly exceed speed limits and pose risks to others.
For most drivers who follow the rules, no significant changes are expected. At the same time, repeat offenders may face significantly harsher fines and other accountability measures.
