UEFA Threatens to Boycott FIFA Tournaments: What Caused the Soccer Conflict

One of the most significant conflicts in world soccer in recent years has erupted. The Union of European Football Associations (UEFA) and all 55 of its member associations have agreed not to participate in FIFA tournaments if the international federation continues to implement its plan to attract private capital. This was reported on the UEFA website, according to "Komersant Ukrainian"
This does not mean an unconditional and immediate withdrawal of European national teams from the World Cup, but rather a coordinated, conditional boycott. It will remain in effect until FIFA withdraws its proposal to grant private investors a stake in the new structure related to the commercial rights to global tournaments.
What UEFA Decided
Representatives of all 55 UEFA national associations unanimously opposed FIFA’s plan. European federations stated that the World Cup cannot be treated as an investment asset, a portion of which can be transferred to private capital.
UEFA demands that FIFA:
- completely abandon the proposed model;
- not to transfer shares in tournament-related structures to investors;
- provide legally binding guarantees that similar projects will not arise in the future.
Until these demands are met, European associations are prepared to boycott competitions organized under FIFA’s auspices.
What Exactly Is FIFA Proposing?
The source of the conflict is the FIFA Forward Enterprise project. According to international media reports, FIFA is considering creating a commercial entity valued at approximately $20 billion and selling up to 20% of its equity to outside investors.
The new entity would manage FIFA’s commercial rights, particularly those related to the World Cup and other international tournaments. The funds raised are intended to increase funding for soccer programs in member countries.
FIFA’s official website states that private investors will have no influence over the sporting management of the World Cup or the federation itself. FIFA also states its intention to increase total funding for soccer development to over $10 billion, provided the project receives support from national associations.

Why UEFA Opposed It
UEFA fears that the arrival of private shareholders will shift the priorities of world soccer. According to European federations, decisions regarding the schedule, format, and development of tournaments may increasingly depend on profitability rather than the interests of national teams, players, and fans.
The manner in which the proposal was drafted has drawn particular criticism. FIFA’s critics claim there was insufficient consultation with the continental confederations and a lack of complete information regarding the future governance structure.
FIFA, for its part, insists that it remains a non-profit organization and that revenue from the World Cup is directed toward the development of soccer in 211 national associations.
Does this mean that Ukraine will not play in the World Cup?
The Ukrainian Football Association is a member of UEFA, so the joint decision formally applies to Ukraine’s national teams as well. However, it would be incorrect at this point to claim that Ukraine has definitively withdrawn from all future World Cups.
The boycott depends on FIFA’s next steps. If the organization refuses to sell its stake and provides guarantees, European national teams will be able to continue participating in its tournaments. If, however, the plan is implemented, the conflict could escalate into a practical one.
Who Else Has Opposed Infantino’s Plan
Representatives of the Asian Football Confederation and CONCACAF have also voiced objections to the project. They criticize the lack of transparency and consultation, although not all confederations have yet joined the boycott.
If UEFA, the AFC, and CONCACAF were to simultaneously refuse to participate in FIFA tournaments, the standoff would involve the majority of the 211 national associations. However, as of now, only 55 UEFA members have confirmed their decision to participate in a conditional boycott.
