Koretskyy Changed the Rules for Access to Shelters: What Needs to Be Done Now Throughout Ukraine

Ukrainian Prime Minister Serhiy Koretskyi has ordered an immediate inspection of all civil defense shelters across the country and has instructed that the public be granted unimpeded access to them.
The head of government announced this on his official Facebook page, according to "Komersant Ukrainian"
All shelters will be inspected without exception
According to the prime minister, the following entities have been tasked with this:
- regional military administrations;
- the Kyiv City Military Administration;
- local government bodies;
- relevant ministries;
- government agencies.
Koretsky emphasized that the inspection will cover all shelters without exception.
Access must be open even before an air raid alert is issued
The Prime Minister noted that due to the constant threat of Russian ballistic missile strikes, citizens must be able to reach shelters not only after an air raid siren sounds.
According to him, if a potential danger is already known, access to shelters must be granted in advance.
That is why local authorities have been instructed to respond more promptly to changes in the security situation.
“In the fifth year of the war, this is unacceptable”
The Prime Minister emphasized that the problem of closed or inaccessible shelters can no longer be ignored.
“People must always be able to reach shelters in a timely manner and without hindrance, especially when there is a ballistic threat. And this is the personal responsibility of every official,” Serhiy Koretskyi stressed.

Why the issue has become particularly relevant
The Prime Minister’s statement came after yet another massive combined Russian attack on Ukraine.
On the night of July 30, the enemy used missiles and attack drones against Ukrainian cities.
During the air raid alert in the capital, the Kyiv Metro took in a record number of people.
According to the Kyiv City State Administration, more than 56,000 people were taking shelter from the shelling in subway stations at the same time.
Who Will Be Responsible for Implementation
According to Koretsky, the heads of the relevant government agencies and officials will bear personal responsibility for the availability of shelters.
Inspections must cover all civil defense shelters, regardless of their administrative affiliation.
What will change for Ukrainians
After implementing the government’s directive, local authorities must:
- verify the accessibility of all shelters;
- ensure they are opened in the event of a threat;
- address instances where shelters remain closed;
- organize oversight of their operation.
The government emphasizes that, amid constant rocket attacks, unimpeded access to shelters is one of the key elements of protecting the civilian population.
