Ukrainians Face a Sugar Shortage: The Main Causes

The hostilities in Ukraine are creating serious obstacles to sugar production and exports: rising logistics costs and the closure of traditional routes are weakening the position of domestic producers in global markets and jeopardizing production volumes. Rising Export Costs

According to Yana Kavashevskaya, head of the National Association of Sugar Producers of Ukraine “Ukrtsukor,” rerouting exports through the Romanian port of Constanta is causing additional costs. Estimates suggest this makes a metric ton of sugar approximately $50 more expensive. With market prices at around $400 per metric ton, this surcharge significantly reduces exporters’ margins and calls into question the economic viability of shipping to distant destinations.

Potential Production Losses

The National Association of Sugar Producers of Ukraine forecasts that, due to war risks and rising logistics costs, the industry could lose up to 200,000 metric tons of production. This volume has a direct impact on the domestic market, the inventories of processing enterprises, and the country’s export potential, while also increasing pressure on prices for consumers and processors.

Companies are forced to seek alternative sales channels, optimize costs, and reevaluate their logistics chains to remain competitive. The route through Constanta remains one of the key ones, but its economic viability is increasingly in question due to additional costs and delivery times.

The “Ukrtsukor” Association continues to work on finding immediate solutions to minimize losses in the industry. Coordination with government agencies and international partners plays a crucial role in restoring efficient export routes, securing financial support, and implementing infrastructure solutions that will reduce logistics costs.

Stabilizing production and preserving export potential require a comprehensive approach: from optimizing production costs and diversifying sales markets to investments in logistics and government support aimed at mitigating the impact of war-related risks on the agricultural sector.
