Ukrnafta, in cooperation with the EBRD, will build a gas-fired power plant

Ukrnafta, in cooperation with the European Bank for Reconstruction and Development, has begun construction of a modern gas-fired cogeneration power plant to support Ukraine’s Integrated Power System. This was announced by Ukrnafta, according to "Komersant Ukrainian".
“The new CHP plant will use combined-cycle gas and steam turbine technology with a gross electrical capacity of approximately 250 MW,” the statement said.
The project is intended to ensure an uninterrupted supply of electricity and district heating to the local community at the plant’s location and to the Unified Energy System, both in normal operation and when providing ancillary services to the power grid.
“Currently, in close cooperation with the EBRD, Ukrnafta is conducting a second round of market consultations with potential manufacturers and suppliers of the necessary equipment,” the company noted.
All procurements related to the construction of the new CHP plant comply with the EBRD’s procurement policies and rules.

As a reminder, earlier at URC-2026 in Gdańsk, the Naftogaz Group and the European Bank for Reconstruction and Development (EBRD) signed a memorandum on expanding cooperation in the areas of energy security, infrastructure restoration, and modernization.
This was announced by Serhiy Koretskyi, then-Chairman of the Board of Naftogaz of Ukraine. He also noted that Ukrnafta had signed a grant agreement with the EBRD for 44.6 million euros. These funds will help accelerate the implementation of distributed generation projects to support the power grid amid Russian attacks on the energy sector.
The €44.6 million grant will supplement the previously secured €80 million in loan financing from the EBRD and enable the planned work to be completed more quickly. The total capacity of the new generation facilities will be 62 MW. This, in turn, will strengthen the power grid amid a shortage of generation capacity caused by Russian attacks on energy infrastructure.”
JSC Ukrnafta is Ukraine’s largest oil production company, engaged in the full cycle of oil and gas operations: exploration, oil and gas production, the provision of oilfield services, and the management of UKRNAFTA, the largest network of gas stations in Ukraine. The company has more than 1,106 oil wells and 131 gas wells on its balance sheet. The shareholders of JSC Ukrnafta are NAK Naftogaz of Ukraine and the Ministry of Defense of Ukraine. Since 2022, the company has been under state management and is implementing a large-scale business transformation.
