The Ukrainian government is expanding its support for communities and businesses in the energy sector. According to Prime Minister Yulia Svyrydenko, 17 energy support programs currently cover 58% of Ukrainians.

Prime Minister Yulia Svyrydenko announced this during a meeting with members of parliament, as reported by "Komersant Ukrainian".

Yulia Svyrydenko noted that the government is actively cooperating with regions and state-owned companies through co-financing. The state is responsible for protecting critical infrastructure and funding the connection of cogeneration plants. Communities, in turn, are working to ensure uninterrupted water supply at their own expense.

“We held a meeting with members of parliament regarding the implementation of comprehensive regional resilience plans. Parliamentarians are actively working with communities and regional state administrations and can help accelerate the implementation of these plans,” Svyrydenko said.

Energy Support Programs

The government plans to strengthen cooperation with communities and continue key programs that will help prepare the housing stock for next winter.

These include programs such as:

  • Energy Support for Homes: affordable loans of up to 480,000 hryvnias for 10 years at 0–7% interest with partial compensation.
  • The “VidnoviDIM” program : grants covering up to 100% of the cost of renovation work on apartment buildings.
  • GreenDIM“: compensation of up to 70% of the cost of energy equipment.
  • SvitloDIM” for Kyiv, Kyiv, and Kharkiv regions: compensation ranging from 100,000 to 300,000 hryvnias for the purchase of energy equipment for condominium associations and housing cooperatives.

The government has also directed 3 billion hryvnias from the state budget’s reserve fund to advance funding for 247 new modular boiler plants with a total capacity of 1.3 GW.

In addition, a state support mechanism is being launched for the construction of private distributed generation facilities, which will compensate businesses for the difference between the market rate and the preferential rate.

As of February 2026, more than 9,000 individual entrepreneurs had already applied for one-time state aid to ensure autonomous operation during emergency power outages. In addition, banks have received over 270 applications for preferential loans to purchase generators.
