Russia’s defense industry—a priority sector in wartime—is not receiving sufficient funding from the state. This is leading to delays in payroll and a decline in defense production.
Economist Andrey Novak discussed this on the "Komersant Ukrainian" YouTube channel .
According to him, Russian defense enterprises either receive no money at all or receive only partial payments—even for products that have already been shipped.

“Even in the government procurement system, we see Russian companies switching to a 4-day workweek. This is because they aren’t being paid even for orders they’ve already fulfilled,” Novak noted.
