HACCU closes case against former head of the Accounting Chamber Patskan, finding him not guilty

The Appeals Chamber of the High Anti-Corruption Court has ruled to close the case against former head of the Accounting Chamber Valeriy Patskan due to the absence of a criminal offence in his actions. Patskan posted this on social media and provided a photo of the court ruling, "Komersant Ukrainian" reports
Initially, in October 2023, the HACCU found Patskan guilty of illegally receiving housing compensation (Part 1 of Article 364 of the Criminal Code), but released him from punishment due to the expiration of the statute of limitations.
Now, the Appeals Chamber has overturned this decision and ruled to close the criminal proceedings against Patskan “due to the absence of a criminal offence in his actions”.
“To close the criminal proceedings against Valeriy Patskan on the basis of paragraph 2 of part 1 of Article 284 of the CPC of Ukraine due to the absence of a criminal offence in his actions.”
– Valeriy Patskan quoted the HACC decision.
Patskan said that the case against him was opened because the Accounting Chamber planned to check “certain structures”.
“The case started with the fact that I was made clear: if the Accounting Chamber checks certain structures, I will be caught up. After my refusal, the initiators of the process went the forceful way: they opened a criminal case and removed the head of the Accounting Chamber from his post,”

Patskan added that the state spent about UAH 10 million of taxpayers’ money on prosecutors, investigators and judges in this case.
The ruling can still be appealed to the Supreme Court.
It should be noted that after Valeriy Patskan’s dismissal, the Verkhovna Rada appointed Olga Pishchanska, who previously served as the head of the Antimonopoly Committee of Ukraine, as the head of the Accounting Chamber.
According to , the head of the Accounting Chamber may be dismissed in the near future. As you know, the current head of the Accounting Chamber of Ukraine, Olga Pishchanska, was appointed only a few months ago – in early January 2024.
