“Major Construction Project”: Dnipropetrovsk Region Unfreezes Its Largest Road Project

The company “Avtomagistral-Pivden” has resumed work on the unfinished section of the H-31 highway “Dnipro – Tsarychanka – Kobelyaky – Reshetylivka” from the “Dnipro – Donbas” Canal to Poltava Oblast. The company announced this on its Facebook page.
In 2022, the first section within the Dnipropetrovsk region was opened to traffic.
“Work on the second phase of the project—a 30-kilometer section from the Dnipro–Donbas Canal to the border with Poltava Oblast—has been on hold for five years now. Consequently, traffic still has to use the old route—a worn-out, narrow road through populated areas,” the company said.
Currently, Avtomagistral-Pivden is filling the roadbed with earth and laying slag gravel, completing one of the monolithic tunnels to connect local settlements, waterproofing reinforced concrete drainage pipes, and installing curbstones on the already asphalted section.
“Given the volume of work already completed, it is possible to make an effort to partially open the section of the second phase of the H-31 highway construction by the end of the year, albeit with certain restrictions,” the company stated.
In the Poltava region at the end of May, construction work also resumed for the first time since the start of the full-scale war on three sections of the H-31: on the Reshetylivka bypass near the village of Khoruzhi, on the overpass near the village of Butenky, and in Berezhnyvka.
The 138.4-km-long H-31 highway from Dnipro to Reshetylivka is positioned as Ukraine’s first highway since independence and has been under construction since 2017. Meanwhile, the 79-km section in the Poltava region will be paved with concrete. Another 59 km of the highway is under construction in the Dnipropetrovsk region.
In 2022, traffic was opened on the section of the H-31 from the city of Dnipro to the “Dnipro–Donbas” Canal. After the start of full-scale war, implementation of the second phase of the project was suspended.
The contract signed with Avtomagistral-Pivden in 2020 was worth 10.6 billion UAH. The Prozorro website reports that funding for 2026 is projected at 7.37 billion UAH.
