A big audit of the government: Zelensky announces inspection of all ministers

28 November 2025 22:42

President Volodymyr Zelenskyy has called for a comprehensive assessment of the work of all current members of the government. In his video address on November 28, he stressed that ministers must demonstrate that they are able to cope with the challenges of wartime and the critical winter period, "Komersant Ukrainian" reports

What Zelensky said about the vetting of government officials

According to the president, the government should make “clear personnel decisions” based on a realistic assessment of the effectiveness of each minister.

“The current ministers must be evaluated in such a way as to draw absolutely clear conclusions about whether they meet the challenges of this winter and this war,” Zelensky emphasized.

It is not only about analyzing the results of their work, but also about the readiness of government officials to ensure the stability of the state in the face of energy and security pressure from Russia.

The role of the Prime Minister and key personnel decisions

Zelenskyy emphasized that he was counting on Prime Minister Yulia Svyrydenko. It is she who should ensure a constructive dialogue with the parliament and the adoption of the state budget for 2026.

The President also drew attention to two vacancies in the ministries of Energy and Justice. According to him, the government, together with MPs, needs to decide on candidates for these positions as soon as possible.

Why the government’s issue has become relevant now

In the context of war and constant threats to the energy system, ministers are required to be as efficient as possible. Zelensky emphasized that the country needs internal strength to ensure the stability of the state and strengthen its position in the international arena.

“Internal strength is the basis of our external unity and our relations with the world,” the president said.

What the statement might mean for the government’s future work

Based on the results of the assessment, the following are possible

  • resignations or rotations in the Cabinet of Ministers;
  • appointment of new ministers in key areas;
  • strengthening of management verticals in the energy and defense sectors;
  • renewal of the government team before the finalization of the 2026 budget.

No official decisions have been made yet, but Zelenskyy’s statement could be the beginning of the next stage of wartime Cabinet reform.
