Ukraine has launched the process of reserving funds for housing vouchers for IDPs from the temporarily occupied territories. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".
“Today, the opportunity to apply for funds for IDPs from the temporarily occupied territories under the e-Recovery program is opening. Ukrainians with combatant status or those with war-related disabilities who were forced to leave their homes due to Russian aggression can use this service,” Svyrydenko said.
According to her, at this stage, 3,300 such families will be able to receive a housing voucher worth 2 million hryvnias. Applications for funds can be submitted via the Diya app. In particular, the Prime Minister explained how the allocation process will work.
“The program operator—Ukrposhta—verifies the availability of funding. If funds are available, the applicant will receive a notification of a successful request within 5 days. The voucher allows one to purchase an apartment or house, invest in construction, or pay off a mortgage,” Svyrydenko said.

What is the procedure for receiving the funds?
As the government official noted, this opportunity applies specifically to those aid recipients whose applications have already been approved by the commissions. The recipient has 60 days to sign a housing purchase agreement with any notary. If the reserved funds are not used, they are returned to the operator’s account and allocated to the next applicants in line.
As Minister of Community and Territorial Development Oleksiy Kuleba added, the queue is formed automatically based on the date and time the application was submitted. The housing voucher is valid for 5 years and guarantees funding for the purchase of housing up to a specified amount.
Registered applicants will receive a notification in the Diia app when reservations open, the minister explained.
As a reminder, under the “e-Recovery” program for IDPs from the occupied territories, the state will provide housing vouchers worth 2 million UAH per family whose home remains in the occupied territories. The vouchers can be used to purchase housing, pay a down payment, or pay off a mortgage on a new home.
How many people have applied
Applications for e-Recovery can be submitted through “Diya,” at Administrative Service Centers (ASCs), or through notaries. As previously reported by Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba, over 32,000 applications have already been submitted to the program, of which nearly 20,000 have received positive decisions from community commissions.
The Cabinet of Ministers also plans to secure an additional €80 million from the Council of Europe Development Bank to fund the housing program for displaced persons.
In addition, the government has allocated an additional 7.7 billion hryvnias to fund housing programs for internally displaced persons from temporarily occupied territories.
The government has allocated 2 billion hryvnias in additional funding for the e-Restoration program, so nearly 20,000 more families will be able to receive compensation for repairs to homes damaged by Russian attacks.
