How sanctions were circumvented: A Polish company shipped hundreds of luxury cars to Russia

A large-scale scheme to illegally ship luxury cars to Russia in circumvention of European Union sanctions has been uncovered in Poland. According to Polish authorities, a company run by Belarusian citizens exported over 100 premium-class cars worth more than 49 million zlotys to Russia in 2022–2023. This was reported by RMF24 and the Polish tax administration KAS, according to "Komersant Ukrainian"

How the scheme for supplying cars to Russia worked

Investigators established that the company, which operated in the Lesser Poland Voivodeship, purchased expensive cars from prestigious brands in Western European countries. These vehicles were then transported out of the EU, but the transport documents listed other countries of destination.

In reality, the final destination was the Russian Federation, which directly violates EU sanctions.

According to KAS, the route ran through Poland, Lithuania, and Belarus, after which the cars ended up in Russia. Polish authorities emphasize that the evidence gathered indicates deliberate and intentional actions by the individuals who ran the company.

According to Polish regulatory authorities, more than 100 vehicles were transported to Russia in this manner, with a total value exceeding 49 million zlotys.

Polish media describe this case as one of the largest in the country involving violations of the sanctions regime against Russia.

The head of the Małopolska Customs and Tax Office imposed a fine of 20 million zlotys on the company. This is the maximum administrative penalty provided for in this category of cases.

The Polish tax administration explicitly stated that this is one of the largest sanctions cases in the country.

How automakers exited the Russian market

The story of luxury cars shows that even after many Western brands exited the Russian market, Russia can still obtain expensive goods through intermediary schemes.

In this case, the key mechanism was masking the actual destination in the documents and using a transit route through neighboring countries. This demonstrates how sanctions evasion works in practice in the trade of luxury goods.

Following Russia’s full-scale invasion of Ukraine, a number of global automakers wound down their operations in Russia. Previously, Western media and industry publications reported on the withdrawal or sale of assets by companies such as Renault, Nissan, Toyota, Volkswagen, Mercedes-Benz, Ford, and others.

Some brands retained the right to potentially repurchase their assets, but actual deliveries to Russia were officially halted or sharply restricted.
