11.7 billion euros have already been received from the EU: how the new program to support Ukraine works

The European Union continues to provide financial support to Ukraine. A second tranche of 3.47 billion euros has been transferred to a special defense account, which will be used to fund the country’s most critical defense needs.

This was reported by the Ministry of Finance of Ukraine, according to "Komersant Ukrainian"

How the 3.47 billion euros will be allocated

According to the Ministry of Finance, the funds received will be used to:

  • funding the priority needs of the Ukrainian Armed Forces;
  • developing the defense-industrial complex;
  • purchasing and expediting the delivery of weapons and military equipment;
  • meeting the urgent needs of the Ukrainian military.

The ministry emphasizes that this funding will enable the country to continuously maintain its defense capabilities and expand its domestic weapons production.

How much money has Ukraine already received?

The new tranche marks the second defense payment under the Ukraine Support Loan program.

Previously, Ukraine had already received:

  • 5 billion euros as the first installment of defense funding;
  • 3.2 billion euros in budgetary support from the EU.

Thus, the total amount of funding already raised through the Ukraine Support Loan mechanism has reached 11.7 billion euros.

What Is the Ukraine Support Loan

The Ukraine Support Loan is a new two-year financial instrument of the European Union, covering the years 2026–2027.

Its total volume amounts to up to 90 billion euros.

The program’s structure provides for:

  • 30 billion euros — economic and budgetary support;
  • 60 billion euros — funding for Ukraine’s defense needs.

In 2026, Ukraine could receive up to 45 billion euros, of which 28.3 billion euros are earmarked specifically for defense.

What Serhiy Marchenko Said

Ukrainian Finance Minister Serhiy Marchenko emphasized that the new tranche will ensure stable funding for the Ukrainian army’s most urgent needs.

According to him, this means faster deliveries of weapons and military equipment and further strengthening of the country’s defense capabilities.

He also thanked the European Union for its consistent financial support of Ukraine.

How the program will be funded

According to the Ministry of Finance, the funds are raised by the European Union through the issuance of bonds on international capital markets.

The instrument is backed by the EU budget, and in the long term, it is planned to be repaid using future reparations that Russia must pay to Ukraine for the damages caused.
