Traffic accidents abroad: Ukrainian insurers have paid out over 13.2 million euros

In January–March 2026, Ukrainian insurance companies settled 3,723 insurance claims abroad, which is 2.68% more than during the same period last year. The total amount of payments to victims of traffic accidents caused by Ukrainian drivers exceeded €13.2 million. This was reported by the Motor Insurance Bureau of Ukraine, according to "Komersant Ukrainian".
“It is worth noting that the settlement of insurance claims abroad is carried out in accordance with the legislation of the country where the traffic accident occurred, particularly regarding the terms of mandatory civil liability insurance,” the bureau noted.
Where the Most Insurance Claims Occurred
According to insurers, the highest number of insurance claims occurred:
- in Poland – 1,338 claims, total payouts: €3.5 million, average payout: €2,612.95;
- in Germany – 640 claims, total payouts: €3 million, average payout: €4,711.46
The highest average payout was recorded in the United Kingdom— €6,979 per claim—as well as in Hungary— €6,820.96.

“Despite the significant volume of payments, Ukrainian insurers ensure stable and timely fulfillment of their obligations to victims and foreign counterparties. Further confirmation of the system’s reliability is the absence of penalties (warranty claims) from foreign National Bureaus, which attests to the high financial discipline of participants in this insurance segment,” said Oleksandr Salaychuk, a member of the MTIBU Board
Which companies paid the largest amounts
According to the company, the largest number of settled claims from foreign adjusters was recorded under “Green Card” agreements concluded with the insurance company “TAS”—967 claims, with a total compensation amount of 3.4 million euros.
Insurers also had a significant number of settled claims under Green Card agreements: Ukrainian Insurance Group – 638 claims totaling €3 million, and PZU Ukraine – 626 claims totaling €1.6 million.

The company explains that vehicles registered in other countries also enter Ukraine under international “Green Card” insurance certificates issued by foreign insurers. If they cause a traffic accident in Ukraine, the MTIBU provides compensation to the victims in accordance with the established procedure. In January–March 2026, the MTIBU settled 316 claims totaling 11.6 million UAH.
Insurance Claims Involving Foreigners
The highest number of insurance claims involved vehicles registered in Poland (90 claims), Germany (32 claims), and Moldova (21 claims).

As explained by the insurance company, the results of the first quarter of 2026 confirm that the “Green Card” international insurance system continues to function stably and provide adequate financial protection for participants in cross-border road traffic.
“At the same time, statistics show that potential costs in the event of a traffic accident abroad can exceed the cost of the insurance certificate itself by tens of times. That is why drivers should not neglect having insurance coverage when traveling outside Ukraine, as the international “Green Card” agreement is, first and foremost, financial protection for the driver against significant expenses in the event of a traffic accident abroad, which the insurance company will reimburse on their behalf.”
The company reminds that, starting January 1, 2026, all “Green Card” international insurance agreements in Ukraine will be concluded exclusively in electronic form. Information about such contracts is recorded in the MTIBU’s Unified Centralized Database. This approach minimizes the risk of fraud, prevents the use of counterfeit certificates, and strengthens protection for victims of traffic accidents.
At the same time, insurers advise drivers to keep in mind an important detail: a “Green Card” international insurance contract takes effect no earlier than the day after it is issued; therefore, when planning a trip abroad, it is recommended to obtain the insurance certificate in advance
The Motor (Transport) Insurance Bureau of Ukraine is the sole association of insurers providing mandatory civil liability insurance for owners of land vehicles against damage caused to third parties.
The MTIBU is a non-profit organization and operates in accordance with the Law of Ukraine “On Compulsory Civil Liability Insurance for Owners of Land Vehicles,” Ukrainian legislation, and its Articles of Association.
