Ukrnafta and the Finnish company Wärtsilä have signed a framework agreement for the supply of complete equipment for gas piston power plants, Energy Minister Denys Shmyhal announced on , according to "Komersant Ukrainian".
The relevant agreements were concluded during a meeting between First Deputy Prime Minister and Energy Minister Denys Shmyhal and Finnish Prime Minister Petteri Orpo. The agreement was signed on behalf of Ukrnafta by Maris Kunitskis, a member of the company’s board.
“Together with the Finnish-Ukrainian Investment Facility (FUIF) and JSC Ukrnafta, we are implementing a phased program to deploy gas-piston distributed generation. As part of the first phase, an EBRD loan of €80 million has already been secured, a loan agreement has been signed, a state guarantee has been confirmed, and procurement is underway in accordance with EBRD procedures,” Shmyhal stated.
For the subsequent phases, Ukraine plans to use FUIF funding to scale up the program, specifically by installing gas piston power plants based on Wärtsilä equipment.
“All relevant projects are aimed at promptly strengthening the energy security of the regions, balancing Ukraine’s integrated power grid, and securing critical infrastructure,” Shmyhal said.

Serhiy Koretskyi, Chairman of the Board of Naftogaz of Ukraine, added that cooperation with FUIF is one of the Naftogaz Group’s strategic projects aimed at strengthening Ukraine’s energy security amid ongoing Russian attacks on infrastructure.
Earlier, Denys Shmyhal stated that Ukraine plans to commission 1.5 GW of new distributed gas generation in 2026, which is equivalent to the capacity installed during the entire Great War.
Russia has turned its strikes on Ukraine’s energy infrastructure into a coordinated campaign aimed not merely at temporarily disabling the grid, but at undermining the viability of large regions. The goal of the attacks is to leave regions without heat and electricity and to paralyze industry.
NPC Ukrenergo reported that due to Russian shelling, Ukraine will continue to face high demand for new generating capacity of approximately 9.5 GW over the coming years. This includes highly flexible gas-fired generation, biofuel-fired thermal power plants, energy storage systems, and renewable energy generation.
Wärtsilä is a leading Finnish technology corporation specializing in smart solutions for the marine and energy markets. The company is a global leader in the production of high-efficiency engines, energy storage systems, and decarbonization technologies, operating in over 180 countries.
Ukrnafta is Ukraine’s largest oil production company, engaged in the full cycle of production activities: exploration, oil and gas production, provision of oilfield services, as well as management of UKRNAFTA, the largest network of gas stations in Ukraine.
