In Russia, amid the most severe fuel crisis, at least two deaths of pensioners have been reported while waiting in line at gas stations. This was reported by "Komersant Ukrainian", citing Russian propaganda media.

In the city of Lysva (Perm Krai), an 80-year-old man died on the evening of July 14 while waiting at a gas station. According to the Ministry of Health of the Kama Region, the ambulance crew that arrived attempted to resuscitate him, but they were unable to save the pensioner. The preliminary cause of death was cited as heart failure.

Earlier in Petrozavodsk (Republic of Karelia), a 75-year-old driver died while waiting in line at a gas station. According to ASTRA, citing eyewitnesses, the tragic incident occurred near a hospital. The Ministry of Internal Affairs confirmed the death but did not specify the cause.

These deaths in lines are occurring amid a widespread fuel shortage that has gripped all of Russia.

According to informed sources cited by Reuters, Russia has lost about 40% of its oil refinery capacity following strikes by Ukrainian drones. According to EA Analytics, oil refining volumes in July fell to 3.91 million barrels per day—the lowest level since 2005 and 27% lower than a year earlier. Analysts at Energy Intelligence estimate production even lower—at 3.58 million barrels per day—which could be the lowest level since 2002.

Currently, according to Energy Intelligence, Russia has idle capacity totaling about 3.1 million barrels per day, and the monthly shortage of petroleum products is estimated at 400,000–600,000 metric tons. Official restrictions on fuel sales have been imposed in more than 40 regions; however, according to The Insider’s calculations, various limits and bans are effectively in place in nearly all of Russia’s regions, as well as in the occupied territories of Ukraine.
