It is temporary: The Ministry of Foreign Affairs has clarified the situation regarding the “Reserve+” for Ukrainian women in the EU

Data requests from the “Reserve+” regarding Ukrainian women when applying for temporary protection in the EU are of a temporary nature. The press service of the Ukrainian Ministry of Foreign Affairs reported this in a comment to RBC-Ukraine, according to "Komersant Ukrainian".
What is known about the “Reserve+” requirement
The Ministry of Foreign Affairs confirmed that there have been cases in certain EU member states where Ukrainian citizens, particularly women, were asked to provide information from “Reserve+” while applying for temporary protection.
This situation is linked to the European Union’s introduction of new rules for obtaining temporary protection—EU Council Decision 2026/1912 of July 30, 2026.
Since the EU has not yet provided member states with centralized guidance on the practical implementation of this decision, certain national authorities may apply the new rules based on their own instructions.
This is precisely what the situations described above are related to.
Who Is Affected
According to the Ministry of Foreign Affairs, the cases known to the ministry are not widespread. For the most part, they concern applicants who were unable to confirm the legality of their departure from Ukraine—for example, by showing a stamp from the State Border Guard Service in their foreign passport confirming that they crossed the border to leave the country.
“If the legality of departure is confirmed, there should be no need to provide information from the ‘Reserve+’ At the same time, in the absence of a unified approach for the time being, such cases may occur in certain countries,” the MFA’s press service noted.
The ministry emphasized that the situations described are temporary—until the EU provides member states with uniform guidance on the implementation of the new rules.
The Ukrainian side expects the EU to standardize the application of the new rules as soon as possible, taking into account the Ukrainian side’s requests.
As a reminder, Ukrainians applying for temporary protection in Spain previously reported new requirements—in particular, women began being asked to provide data from the Reserve system and proof of crossing the border from the Ukrainian side.
The Ukrainian Embassy in Spain explained that this is related to a decision by the Council of the EU, which extended the temporary protection regime for displaced Ukrainians until March 4, 2028.
