The NBU imposed a record fine on NovaPay: why was the company penalized?

The National Bank of Ukraine has fined NovaPay, a financial company that is part of the Nova Poshta Group, 8 million hryvnias. The fine was imposed due to violations of laws governing payments and consumer lending.
This was reported by the regulator’s press service , according to "Komersant Ukrainian".
Following a routine inspection conducted in September–November 2025, the NBU identified numerous violations.
These violations concerned:
- Payment legislation
- Consumer lending
- NBU regulations on cash transactions
- Account opening
- Protection of payment information
- Terms of contracts with clients

NovaPay’s Response
According to its press service , NovaPay does not plan to challenge the NBU’s decision. The company is prepared to pay the fine and has already implemented most of the recommendations highlighted by the regulator. As stated in the company’s announcement,
“NovaPay will not challenge this decision by the NBU. We will pay the fine in the near future and have already implemented nearly all of the recommendations highlighted by the regulator.”
The company must pay the fine within 14 days of receiving the decision. Additionally, NovaPay is required to take measures to prevent similar violations in the future by June 25, 2026.
The net profit of Nova Poshta, which is part of the NOVA Group, has grown significantly.
For the period from January to March 2026, profit increased 4.4-fold, reaching 1.28 billion hryvnias compared to the same period in 2025.
