Spawning ban in Ukraine from April 1, 2025: what fishermen need to know

Starting April 1, 2025, Ukraine will introduce a spring and summer spawning ban on fishing aimed at protecting aquatic bioresources during their reproduction. This period is key for the preservation of fish populations, and the State Fisheries Agency urges fishermen to follow the established rules. What is a spawning ban and why is it important?
Every year, at the beginning of April, a spawning ban is imposed on most fisheries in Ukraine to ensure comfortable conditions for fish reproduction.
“Spawning is one of the most important periods of reproduction of fish populations, the success of which determines their number in the future,” said Vladyslav Neveselyi, Head of the State Fisheries Agency.
At this time, any actions that could harm spawning are strictly limited, and control over water bodies is being tightened.
The duration of the ban depends on the region and type of water body. The exact terms can be found in Appendix 3 to the Recreational Fishing Rules or in orders of the territorial offices of the State Fisheries Agency.
Where and how can I fish during spawning?
From April 1, fishing is allowed only in a limited format:
- From the shore outside the spawning grounds.
- Using hook-and-line gear with a maximum of two hooks per angler or spinning gear with one artificial lure.
The list of prohibited areas (spawning grounds) is available at the link on the State Fisheries Agency website. Fishermen should check this information in advance to avoid violations.
What is prohibited during the spawning ban?
Strict restrictions are in place to create favorable spawning conditions:
- The movement of vehicles and motorized vessels on water bodies is prohibited, except for specially established ship passages and vessels of fisheries protection or other authorized bodies.
- Commercial fishing and underwater hunting are completely prohibited.
These measures are aimed at minimizing noise and other factors that may frighten fish during spawning.
What are the penalties for violations?
Failure to comply with the spawning rules entails serious consequences – from administrative fines to criminal liability. In addition, violators are obliged to compensate for the damage caused to the fishery.
During the spawning season, fisheries guards of the State Fisheries Agency work in an enhanced mode, conducting raids and inspections.
“I urge fishermen to treat spawning fish responsibly and adhere to restrictions,” added Vladyslav Neveselyi.
The amount of the fine depends on the severity of the violation. For example, fishing in a prohibited area or using prohibited gear can cost from several thousand hryvnias to criminal proceedings for significant damage.
How to prepare for the spawning ban?
To avoid problems, fishermen should:
- Familiarize yourself with the list of spawning grounds and the terms of the ban in your region.
- Use only authorized gear – up to two hooks or a spinning rod with one lure.
- Avoid water bodies where complete restrictions are in place and do not travel by boat outside of ship passages.
