The NEURC plans to review Ukrenergo’s rates starting July 1: what will change

The National Commission for Energy and Public Utilities Regulation (NEURC) is considering raising Ukrenergo’s tariffs starting July 1, 2026.
This was reported by the commission, according to "Komersant Ukrainian".
The proposed changes include:
- Electricity transmission tariff: an increase of 21.62% to 903.53 UAH/MWh is expected.
- Tariff for “green” electrometallurgy: a 42% increase to 535.97 UAH/MWh is planned.
- Dispatching tariff: an increase of 7.83% to 118.64 UAH/MWh is expected.
It is noted that these changes will not affect the cost of electricity for residential consumers.

Ukrenergo’s Position
Ukrenergo had its own proposals for tariff increases, which were higher than those proposed by the NEURC:
- Transmission tariff: a 29% increase was proposed.
- Tariff for “green” metallurgy: a 53% increase was proposed.
- Dispatching tariff: a 55.5% increase was proposed.
Reasons for the tariff review
According to the Interfax-Ukraine agency , the tariff revision is driven by several factors:
- Rising exchange rates: this creates an additional financial burden on the company, especially in the context of fulfilling special obligations to “green” generation, the price of which is fixed in euros.
- Revision of the Forecast Balance of the Ukrainian Power System: a 9.5% decrease in the forecast volume of electricity supply and a 5.5% decrease in its transmission are expected.
- Liberalization of price caps: effective May 1, 2026, this increases the weighted average price of electricity, affecting NEP’s settlements with other market participants.
The NEURC draft is preliminary and subject to final approval following discussions. This means that the changes may still be subject to adjustments.
Effective May 1, 2026, the NEURC raised price caps in the short-term segments of the electricity market as part of a broader strategy to reform Ukraine’s electricity market.
