Regional State Administrations are to approve lists of critical facilities for the summer and winter periods: what is the reason?

The Cabinet of Ministers of Ukraine has amended the rules for the allocation of electrical power and required local authorities to review the list of businesses that are to receive electricity on a priority basis. The government adopted the corresponding resolution on August 6, 2026, according to "Komersant Ukrainian".
What the government’s decision entails
As stated in the document, regional and Kyiv City state administrations (military administrations) must approve, by August 28, lists of critically important enterprises with priority power supply for the summer and winter periods.
According to the document, the lists for the winter period apply from October 1 of the current year through March 31 of the following year, and for the summer period—from April 1 through September 30 of the current year.
This refers to enterprises and institutions that are guaranteed priority electricity supply within the limits of the minimum necessary load during the application of restrictions.
The resolution takes effect on the date of its official publication.
As First Deputy Prime Minister for Energy Denys Shmyhal previously explained, the government adopted this decision at the initiative of the Ministry of Energy to ensure a more efficient distribution of electricity. According to him, the division into winter and summer periods will make it possible to account for seasonal variations in the power grid’s operation and peak electricity consumption.
“These changes will make it possible to plan the distribution of available electricity more effectively, increase the amount available to residential consumers, ensure a more even distribution among regions, and improve the stability of Ukraine’s integrated power grid,” Shmyhal wrote on Telegram.
The new rules will remain in effect for the entire duration of martial law, as well as for an additional six months after its conclusion or revocation.
It’s worth noting that even in the absence of nationwide power rationing schedules, local power outages remain a real problem for many Ukrainian businesses, which are forced to adapt to the risks and prepare to operate during potential system shortages.

Preparing for the Heating Season
As reported, to maintain the stability of the power grid and prepare for winter, Ukraine is currently increasing its imports: during the week of June 15–21, Ukraine increased its electricity exports by 2.5 times (to 43,900 MWh), the highest figure since October 2025, thanks to solar power and the return of a nuclear reactor unit from maintenance.
Despite this, the country remains a net importer—purchases from abroad exceed sales by a factor of 1.8.
It was also reported that since the beginning of the year, Ukraine has received 4,007 units of energy aid, including generators, transformers, cogeneration units, and modular boiler plants.
At the same time, plans are in place to restore 6.2 GW of generating capacity damaged by Russian shelling by the start of the 2026–2027 heating season. Currently, 4 GW of this capacity is already undergoing repairs.
As a reminder, the government has approved procedures for establishing a national reserve of autonomous power generation in case of new blackouts. Additionally, the government has increased the total capacity for the tender to build new power generation facilities in Ukraine—from 1,322 MW to 1,505 MW.
