Verification of MSEC decisions: Ministry of Health canceled hundreds of disabilities after materials from security forces

The Ministry of Health has announced the results of a large-scale review of the decisions of the Medical Expert Commission on the establishment of disability for law enforcement officers and government employees. This was reported by Ukrinform, according to "Komersant Ukrainian".
Out of more than two thousand cases, hundreds of decisions were found to be unfounded. At the same time, the Ministry of Health summarizes the results of the first year of the new system of daily functioning assessment, which replaced the MSEC.
What happened
The Ministry of Health received more than 2,000 materials from the SBU, the State Bureau of Investigation and the Prosecutor General’s Office to verify the decisions of the MSEC. According to Minister Viktor Lyashko, in 857 cases, the decisions on disability were canceled as unfounded, and in 442 cases, the disability group or duration was changed.
Who is affected
Most of the cases submitted for review concern employees:
- State Customs Service – 252 cases;
- prosecutor’s offices – 177;
- State Tax Service – 165.
These figures were announced by the Ministry of Health as part of anti-corruption measures after the launch of the disability system reform.
What is known about the reform
Since January 1, 2025, expert teams for assessing daily functioning have been working in Ukraine instead of the MSEC. Over the year, they reviewed about 520 thousand cases. In 80% of cases, people were diagnosed with a disability, and 42% received this status for the first time.
The system currently employs about 1,300 expert teams in 300 multidisciplinary hospitals across the country. The teams are composed of doctors of the appropriate profile, depending on the disease with which a person is treated.
Funding and approach
Payment for the work of the expert teams was switched to a “per case” model rather than a fixed rate. According to Lyashko, almost UAH 1 billion has already been paid to the NHSU under this package over the year, and approximately the same amount is budgeted for next year.
The Ministry of Health emphasizes that the goal of the reform is to move away from formal confirmation of disability status and focus on assessing a person’s actual functioning and support needs.
The verification of MSEC decisions based on law enforcement materials continues. The government sees it as part of a broader campaign to combat abuse of disability determination by officials and law enforcement officials.
