The Register of Damages is Expanding: What’s Changing for Businesses

Starting April 29, applications can be submitted via the “Diya” web portal to the International Register of Damages Caused by Russia’s Aggression Against Ukraine. Five new categories have already been added, covering infrastructure damage and loss of assets. This was reported by the Office of the President of Ukraine, as reported by "Komersant Ukrainian".

From now on, representatives of business and the state can submit claims regarding:

  • damage to or destruction of critical and non-critical infrastructure;
  • damage, destruction, or loss of assets.

Submitting claims is available to all legal entities, including state-owned and municipal enterprises. Separate categories have been designated for Ukraine, government agencies, and local self-government bodies.

“This is an important and long-awaited step. The launch of these categories makes it possible to systematically document losses and build an international evidence base for compensation,” noted Iryna Mudra, Deputy Head of the Office of the President.

What Can Be Compensated

Under the new categories, claims can be filed for:

  • reimbursement for the cost of destroyed or damaged property;
  • repair or restoration costs;
  • lost potential profits or total business loss.

The Register of Damages brings together 44 states and the European Union. In December 2025, the Convention establishing the International Compensation Commission was signed; this commission will evaluate claims and determine the amount of compensation.

To date, approximately 150,000 claims have been submitted to the registry.

Ukraine, together with its partners, is working to establish a fund for the payment of compensation.

“The Russian Federation bears financial responsibility for the damages caused,” the Office of the President emphasizes.

As a reminder, since March, individual entrepreneurs (FOPs) have been able to submit claims to the international Register of Damages (RD4U) under the new category A3.5 , “Loss of Private Enterprise.”

Reading now
