Ukrposhta is introducing new rules for paying for shipping

JSC “Ukrposhta” has signed new contracts for mail transportation totaling 1.56 billion hryvnias. These contracts were signed with PJSC “ATP 16329” and LLC “Kit-Cargo.” For the first time, the price of services is tied to fluctuations in diesel fuel prices, which is a significant change in the approach to concluding such agreements.
This was reported by Prozorro, as relayed by "Komersant Ukrainian".
According to the information, two contracts for the current year were concluded under the following terms:
- PJSC “ATP 16329” received a contract worth 973.06 million UAH.
- Kit-Cargo LLC received a contract worth 589.92 million UAH.
The price per kilometer will now be determined based on the average cost of diesel fuel in Ukraine. Diesel fuel prices will be calculated based on official data from the Ukrainian Chamber of Commerce and Industry, the State Statistics Service, and the State Foreign Trade Information Agency.

Service Price Categories
Services are divided into six categories depending on fluctuations in the average cost of diesel fuel:
- Category A: up to 74.99 UAH/L
- Category B: 75.00–79.99 UAH/L
- Category C: 80.00–84.99 UAH/L
- Category D: 85.00–89.99 UAH/L
- Category E: 90.00–94.99 UAH/L
- Category F: 95.00 UAH/L and above
Accordingly, prices at “ATP 16329” range from 46.69 to 54.66 UAH/km, while prices at “Kit-Cargo” range from 43.21 to 50.59 UAH/km.
As reported by Nashe Hroshi, Ukrposhta’s contracts previously did not include a diesel price index. For example, in March 2026, Ukrposhta contracted services from ATP 16329 at 40.08 UAH/km, which is 14–27% cheaper than their current price range. However, the contract was terminated due to the escalation of the conflict in the Middle East and the threat of an energy crisis, which led to a sharp rise in fuel prices.
These factors caused a 28% increase in the cost of services, making the continued provision of services unprofitable.
As stated in the supplementary agreement:
“Had the parties been able to foresee the change in the aforementioned circumstances, they would not have entered into the contract or would have entered into it on different terms.”
PJSC “ATP 16329” is controlled by the Kharkiv-based LLC “Vial Logistic,” whose members include Andriy Zhornik, Viktoria Pysmak, and Inna Rudenko. The Rudenko family is actively involved in the construction, trade, transportation, and sand extraction sectors.
Kit-Cargo LLC is owned by Vitalii Masyuk from the Kyiv region, who is also a private entrepreneur in the field of heavy-duty trucking.
As a reminder, in the first quarter of 2026, Ukrposhta reported a net loss of 204.8 million UAH, which is 1.1 million UAH more than the same figure for the previous year.
Starting April 1, Ukrposhta updated some of its parcel shipping rates. The company attributed these changes to rising operating costs, which increased due to higher fuel prices, infrastructure maintenance, and network operations during energy crises.
In addition, Ukrposhta has introduced a new model of cooperation with business clients. Entrepreneurs will be able to use all of the company’s logistics services under a single contract instead of several separate agreements.
